該名女文職人員在上周五感到不適求診，並進行檢測，結果對新冠病毒呈陽性。她於過去十四日無外遊記錄，並無與公眾接觸，工作期間亦有佩戴口罩，最後一日上班日為上個星期三。

Countries begin barring travelers from the U.K. over concerns of a new coronavirus variant.

Countries across Europe and beyond began closing their borders to travelers from the United Kingdom on Sunday, and the European Union set up a crisis management meeting, a day after Britain’s prime minister, Boris Johnson, ordered a wholesale lockdown on London and surrounding areas, citing concerns of a new fast-spreading variant of the coronavirus.

Train stations in London on Saturday night filled with crowds of people scrambling to leave the city to escape the new restrictions, which went into effect at midnight and effectively quarantined the capital and other areas from the rest of the country, the harshest measures to be taken since the country’s first lockdown in March.

On Sunday, Britain’s health secretary, Matt Hancock, called those who packed trains “clearly irresponsible.” He also said that the restrictions Mr. Johnson imposed could be in place for months.

The first wave of countries to bar travelers from the United Kingdom were in Europe. The Netherlands said it would suspend flights from Britain from Sunday until Jan. 1, noting that the variant found in England “is thought to spread more easily and more quickly.”

Italy also suspended air travel, and Belgian officials on Sunday enacted a 24-hour ban on arrivals from the United Kingdom by air or train, which could be extended. Germany is drawing up regulations limiting travelers from Britain as well as travelers from South Africa, where a similarly contagious version of the virus has emerged. Austria, Ireland, France and Bulgaria also announced bans.

Spain asked the European Union for a coordinated response, and senior officials from the bloc’s 27 member states met by video conference Sunday evening to share their plans. They agreed to decide on any coordinated action at the crisis management meeting, to be held Monday morning.

Within hours, more countries took action. Iran suspended flights to Britain for two weeks, Reuters reported. Israel barred foreign arrivals not only from the United Kingdom, according to The Times of Israel, but also from South Africa and Denmark, where a coronavirus mutation that occurred in mink was transmitted back into the human population. Turkey temporarily suspended flights from those three countries, as well as the Netherlands, Reuters said.
Transport officials in England said that they would increase the number of police officers monitoring hubs like railway stations to ensure only essential journeys were being taken.

Viral mutations are not uncommon, and British officials said this variant had been detected in a handful of other countries. And a similarly contagious version of the virus has emerged in South Africa, which seems to share some of the mutations seen in the British variant.

The estimate of greater transmissibility for the British variant is based on modeling and has not been confirmed by lab experiments, said Muge Cevik, an infectious disease expert at the University of St. Andrews in Scotland and a scientific adviser to the British government.

“Over all, I think we need to have a little bit more experimental data,” she said. “We can’t entirely rule out the fact that some of this transmissibility data might be related to human behavior.”

Outbreak grows in Sydney’s beach suburbs

SYDNEY (AP) — The outbreak in Sydney’s northern beach suburbs has grown to 70 cases with an additional 30 in the last 24 hours, and authorities say they may never be able to trace the source.

While the numbers are rising, New South Wales Premier Gladys Berejiklian said Sunday there hasn’t been evidence of massive seeding outside the northern beaches community. A new list of cases, however, shows the virus had spread to greater Sydney and other parts of the state.

The government has imposed a lockdown in the area until Wednesday. Residents will only be permitted to leave their homes for five basic reasons, including medical care, exercise, grocery shop, work or for compassionate care reasons.

State Chief Health Officer Kerry Chant said that contact tracers are yet to locate patient zero, but an extensive investigation is underway.

Thousands of people lined up for coronavirus tests in a province near Bangkok on Sunday, as Thai authorities scrambled to contain an outbreak of the virus that has infected nearly 700 people. Triple lines of mainly migrant workers stretched for around 100 meters in one location alone, at Mahachai in Samut Sakhon province, as health officials in mobile units methodically took nasal swabs. There were three locations in total in the area. Nearby, razor wire and police guards blocked access to the Klang Koong, or Central Shrimp, seafood market — one of Thailand’s largest — and its associated housing, the epicenter of the new cluster. Thailand’s Disease Control Department said Sunday that they found 141 more cases linked to the market outbreak. On Saturday, the department reported 548 cases, Thailand’s biggest daily spike, sending shockwaves through a country that has seen only a small number of infections over the past several months due to strict border and quarantine controls.

曾赴北京及大連指定街道人士 明起入境澳門須隔離14日

【on.cc東網專訊】因應北京市及遼寧省的最新疫情發展，新冠應變協調中心今日(19日)宣布，明日(20日)凌晨零時起，所有入境前14日內曾到過北京市朝陽區酒仙橋街道大山子社區，或遼寧省大連市金州區先進街道的人士，須按衞生當局要求，在指定地點接受14日醫學觀察。

據悉，北京市朝陽區近日出現確診病例，該區有酒店被列為中風險地區，而遼寧亦有新增個案。

午夜起所有英國航班禁抵港 晚市禁堂食等延長至明年1月6日

本港新冠肺炎疫情肆虐，英國更現變種病毒株，威脅全球疫情。食物及衞生局局長陳肇始今(21日)公布，將收緊防疫條例，由午夜，即明日凌晨零時起，所有過去14日曾於英國逗留超過2小時的人士，包括香港人，將禁止登上飛抵香港的航班，直至另行通告為止。另外，已由英國抵港人士，在完成14日酒店強制檢疫後，須額外強制留家7日，待其抵港後第19或20日的檢測結果為止，違者將被處以定額罰款5,000港元。

另外，港府決定將現有社交距離措施延長最少2星期，包括：晚市禁堂食，二人禁聚令及口罩令等，直至明年1月6日，覆蓋整個聖誕節至元旦長假期。

瑪嘉烈醫院一名82歲確診女病人離世

瑪嘉烈醫院一名新型冠狀病毒確診女病人離世，本港疫情至今累計131人死亡。 離世的是一名有長期病患的82歲女病人，個案編號6606。她在上月14日因痰涎阻塞感到不適入院，本月2日確診，隨即被轉送到隔離病房治療。其後情況惡化，延至今日凌晨約4時半離世。 院方表示，對病人離世感到難過，會為家屬提供適切協助。

本港新增85宗確診78宗屬本地個案 27宗源頭不明

藍田邨富山邨及石籬二邨今日起增設流動採樣站

政府關注近日在藍田邨藍泰樓、富山邨富仁樓及石籬二邨石榮樓，出現多宗新型肺炎確診個案，今日起安排承辦商在3個地點設立流動採樣站，為當區居民及工作人員提供免費檢測服務。

新增採樣站包括藍田邨廣場、即藍碧樓旁；服務時間由今早10時至晚上8時。富山邨平台的服務時間為下午1時至晚上8時。石籬社區會堂採樣站服務時間，為中午12時至晚上8時。當局於明日起，將劃一此3處流動採樣站服務時間為上午10時至晚上8時，暫定開放至本月26日。

政府會檢視流動採樣站的使用情況及市民對檢測服務的需求後，決定是否需要延長採樣站的運作時間。

升學顧問稱有家長飛英國陪子女 或會趕不及回港工作

政府宣布，明日凌晨、即今日午夜起，禁止過去14天，曾經在英國停留超過兩小時的人士登機來港，包括香港居民。 升學顧問陳思銘說，有關措施對在英國留學的中小學生影響不太大，如果他們有計劃趁假期返港，本月初已經回港，部分人亦已完成檢疫。但他知道部分家長不希望子女回港，特意放假到英國陪伴子女，有關措施反而影響這批家長，可能未能趕回港工作。 他表示，有關措施對在英國留學的大學生或碩士生影響會較大，他們上學時間較彈性，而且很多課堂轉為網上形式，因此計劃聖誕節或新年後才回港。現在收緊措施後，或令他們取消回港計劃。 陳思銘估計，在各項措施影響下，今年有約3成在英國留學的中小學生不會回港度假，大學生或碩士生人數則會更多。由於當地不同地區的防疫措施及限制各有分別，呼籲打算留在當地的留學生，要注意有關措施。

所有幼稚園及中小學延長暫停面授課堂至下月10日

教育局宣布，所有幼稚園及中小學，包括特殊學校及提供非本地課程學校，在聖誕假期結束後，繼續暫停面授課堂及校內活動，直至下月10日。補習學校亦繼續暫停所有級別的面授課堂及校內活動。

發言人說，學校須繼續運用不同的教學模式，讓學生在家中學習。例如聖誕假期前的安排，學校可按校本需要考慮安排小六學生回校進行呈分試，以及中六或須於本學年參與海外公開考試的班級回校上課，準備公開考試或進行校內考試。

考試或面授課堂須以半日制形式進行，回校出席面授課堂及考生的總人數以學校最高限額的6分1的學生為限。

發言人表示，在學校原定聖誕假期後，學校須如常保持校舍開放，讓家中缺乏人照顧的學生回校。學校亦須安排教職員當值，處理校務及回答家長查詢，照顧已回校的學生，並確保做足防疫措施，校園環境清潔衛生。

局方將發信通知學校相關細節安排，盡早作好準備。
