The data curve does not look like anything occuring in the real world: this is far too regular. A real world data MUST have fluctuations, the Iranian data has only trend but no real fluctuations.

One of the advantages the officials had is to eat the money the central government provided for testings.They will get the money but do not buy the test kits. However, They have to produce the data without testing, so they need to make fake data.

The data from Vietnam may or may not be true. However, their data looks real. Actually, I am the first one at here (or even in the whole world) to speak up for Vietnam. You can check my post on 全球疫情討論區07 when I am the lonely voice to speak up Vietname.
However, if you have real knowledge about real world, then you will understand the data from Iran is fake because it has nothing to be common in the real world. Any real world data will NOT look like this.
Furthermore, you have a wrong idea about fake number. You think that the countries create fake data in order to cover up the high infected number of cases. It is incorrect in many countries. In many less developed countries, they have NO intention to reduce the reported number of infected cases. The situation is that the boss has given me money to buy 10,000 test kits, but I have eaten half of the money and I have only brought 5,000 test kits. Therefore, I can only do 5,000 tests. I need 10,000 results to report to my boss, so I have made 5,000 fake results. The total reported cases may be much larger, much smaller or about the same as the true number. However, I will not care about this. All I care is to create 5,000 fake data so that it can cover up the fact that I have eaten the money for 5,000 test kits.

So without further information and insight, I had to say Vietnam has done a good job (when no one at here and likely no one else in the whole world said Vietnam has done a good job). More than 1 week later after I spoke up for Vietnam, people began to say Vietnam is good.
Here, we have to be careful. Vietnam has done a good job and Vietnam's data is real are two difference things. Vietnam can do a good job and make fake data at the same time.
