Our email is informing you that we can not give you a L Ref number as either we could not find a passport under the details you have provided or that the passport was issued pre our present computer system and therefore we cannot cancel a document that is not on our system.
We cannot advice whether you qualify for a renewal and therefore we suggest you follow the advice and guidance on the
GOV.UK website as to whether you qualify for a BNO passport. If, after this you decide to make an application you will have to apply as a first time adult and therefore supply full documentation. Again what documents are required will being listed on the
GOV.UK website.
