China and US reach 'consensus' on reducing trade gap

https://www.theguardian.com/world/2018/may/20/china-and-us-reach-consensus-on-reducing-trade-gap

The United States and China have reached consensus on measures to “substantially” reduce the US trade deficit with Beijing, but there was no mention of the $200bn target previously touted by the White House.

The joint US-China statement on Saturday followed talks in Washington led by US treasury secretary, Steven Mnuchin, and China’s state council vice-premier, Liu He, who also met the US president, Donald Trump, on Thursday.

“There was a consensus on taking effective measures to substantially reduce the United States trade deficit in goods with China,” the statement said.

“To meet the growing consumption needs of the Chinese people and the need for high-quality economic development, China will significantly increase purchases of United States goods and services.”

Beijing and Washington agreed they would keep on talking about measures under which China would import more commodities from the US to close a $335bn annual trade gap between the two countries that has threatened to ignite a global trade war.

The Guardian (The Observer)的安華訪問:

Malaysia’s Anwar Ibrahim: ‘When it is denied to you, freedom is a torture’

https://www.theguardian.com/world/2018/may/19/anwar-ibrahim-when-it-is-denied-freedom-torture-malaysia

Using the judiciary, Najib ensured that Anwar was once again tried for sodomy. So in 2015, Anwar was back behind bars once again. It was not easy, Anwar said, to be in prison and know “if the 2013 elections had been free and fair, we would have won and I would not be in jail.”

Was he not filled with anger at the system? “Yes,” he concedes. “But after you have experienced jail for a long time, after so many years, you don’t really have that bitterness. I’m not pretending to be this great humanitarian, merciful person, but honestly I didn’t feel bitter. In the end you philosophise and just accept the unfolding drama.”

Anwar said he was extremely suspicious when, in January, Mahathir asked to visit him in jail in the hope of reconciliation and partnership. “It was very difficult for me and initially I said to Mahathir: ‘Why would I want to have anything to do with you any more. I will forgive you, but goodbye: that’s it’,” said Anwar. “But after we talked and knowing the man as I do – filled as he is with self-confidence, self-indulgent at times – suddenly coming to see me, his nemesis, in prison, was a sign that he was really desperate or he had really mellowed quite a bit. And that was precisely what had happened.”

“But I told them ‘what do you do when your so-called enemy comes and says, “let’s be friends and forget the past?”’ It is very difficult to say no.”

Nonetheless, Mahathir has still failed to apologised for what he put Anwar’s family through, though he did say that he should not have fired Anwar, which “coming from Mahathir, is good enough for me”.

Trump Jr. and Other Aides Met With Gulf Emissary Offering Help to Win Election

"Erik Prince, the private security contractor and the former head of Blackwater, arranged the meeting, which took place on Aug. 3, 2016. The emissary, George Nader, told Donald Trump Jr. that the princes who led Saudi Arabia and the United Arab Emirates were eager to help his father win election as president. The social media specialist, Joel Zamel, extolled his company’s ability to give an edge to a political campaign; by that time, the firm had already drawn up a multimillion-dollar proposal for a social media manipulation effort to help elect Mr. Trump.

...

It is unclear whether such a proposal was executed, and the details of who commissioned it remain in dispute. But Donald Trump Jr. responded approvingly, according to a person with knowledge of the meeting, and after those initial offers of help, Mr. Nader was quickly embraced as a close ally by Trump campaign advisers — meeting frequently with Jared Kushner, Mr. Trump’s son-in-law, and Michael T. Flynn, who became the president’s first national security adviser. At the time, Mr. Nader was also promoting a secret plan to use private contractors to destabilize Iran, the regional nemesis of Saudi Arabia and the Emirates.

...

The meetings, which have not been reported previously, are the first indication that countries other than Russia may have offered assistance to the Trump campaign in the months before the presidential election. The interactions are a focus of the investigation by Robert S. Mueller III, the special counsel, who was originally tasked with examining possible Trump campaign coordination with Russia in the election.

Mr. Nader is cooperating with the inquiry, and investigators have questioned numerous witnesses in Washington, New York, Atlanta, Tel Aviv and elsewhere about what foreign help may have been pledged or accepted, and about whether any such assistance was coordinated with Russia, according to witnesses and others with knowledge of the interviews.

...

Since entering the White House, Mr. Trump has allied himself closely with Saudi Arabia and the Emirates. His first overseas trip was to Riyadh. He strongly backed Saudi and Emirati efforts to isolate their neighbor Qatar, another American ally, even over apparent disagreement from the State and Defense Departments.

This month, Mr. Trump also withdrew from an Obama administration nuclear deal with Iran that both Saudi Arabia and the United Arab Emirates had campaigned against for years, delivering them their biggest victory yet from his administration."

Mnuchin: Trade war with China is ‘on hold’

http://thehill.com/policy/finance/388523-mnuchin-trade-war-with-china-is-on-hold

Treasury Secretary Steven Mnuchin said on Sunday that a trade war with China is “on hold.”

“We're putting the trade war on hold,” Mnuchin said on “Fox News Sunday.”

“We have agreed to put the tariffs on hold while we try to execute the framework,” he added.

The apparent detente comes a day after the U.S. and China released a joint statement saying the two nations agreed to take measures to “substantially reduce the United States trade deficit in goods with China.”

"Both sides agreed on meaningful increases in United States agriculture and energy exports," the statement said.

Mnuchin on Sunday would not specify how much in American products the Chinese would buy. He suggested the Trump administration could reimpose tariffs if China does not follow through.

Venezuela elections: Nicolás Maduro wins second term

https://www.theguardian.com/world/2018/may/21/venezuela-elections-nicolas-maduro-wins-second-term

Venezuelan president Nicolás Maduro has shrugged off international condemnation and allegations of vote buying and electoral fraud to claim a second six-year term at the helm of his crisis-stricken nation.

Addressing crowds of supporters outside the presidential palace in Caracas on Sunday night, Maduro hailed the “impeccable electoral process” that had returned him to power with 67.7% of the vote.

Venezuela’s election board put turnout at just 46.1%, way down from the 80% registered at the last presidential vote in 2013, due to a boycott by Venezuela’s mainstream opposition.

As results came out, Maduro supporters let off fireworks in poor Caracas neighbourhoods and danced to Latin pop around the downtown Miraflores presidential palace.

US Department of Justice to probe Trump campaign 'infiltration'

http://www.bbc.com/news/world-us-canada-44192025

The US Department of Justice will investigate whether FBI agents spied on President Donald Trump's 2016 election campaign for "inappropriate purposes".

In a tweet, Mr Trump said he wanted to know whether his predecessor's administration ordered such a move.

The call comes after US media reports suggesting the FBI had an informant meeting campaign aides.

US Deputy Attorney-General Rod Rosenstein said action would be taken if any infiltration was found.

Iran sanctions: Zarif condemns Pompeo announcement

http://www.bbc.com/news/world-us-canada-44205463

Iranian Foreign Minister Javad Zarif has condemned the US for promising to impose the "strongest sanctions in history" on his country.

Measures outlined by Secretary of State Mike Pompeo, he said, showed the US was a prisoner of its "failed policies" and it would suffer the consequences.

EU foreign policy chief Federica Mogherini also criticised the US.

She said Mr Pompeo had failed to show how dropping the 2015 nuclear deal would make the Middle East safer.

There was, she said, "no alternative" to the agreement, which US President Donald Trump vowed earlier this month to abandon, and she said the EU would stick by it if Iran met its commitments.

Despite the EU's official position, some of Europe's biggest firms who rushed to do business with Iran after the nuclear deal now find themselves forced to choose between investing there or trading with the US.

US rejects UN funding proposal for West African Sahel force

http://www.dw.com/en/us-rejects-un-funding-proposal-for-west-african-sahel-force/a-43904983

The United States on Wednesday dismissed a proposal from UN Secretary-General Antonio Guterres for a multinational West African force to receive direct UN funding.

In a report, Guterres proposed direct funding for the Sahel force, a band of 5,000 troops from five countries — Mali, Niger, Burkina Faso, Mauritania and Chad — that border the Sahel region in West Africa, to replace donations from individual countries.

But US political coordinator Amy Tachco told the Security Council the US rejected on principle any UN mandate or funding for the force.

Donor countries have pledged some $500 million (€427 million) since the force was set up with French backing in 2017 to fight jihadists in the Sahel region. Last year, France failed to convince the US to back more UN support for the unit.

Trump lawyer 'paid by Ukraine' to arrange White House talks

http://www.bbc.com/news/world-us-canada-44215656

Donald Trump's personal lawyer, Michael Cohen, received a secret payment of at least $400,000 (£300,000) to fix talks between the Ukrainian president and President Trump, according to sources in Kiev close to those involved.

The payment was arranged by intermediaries acting for Ukraine's leader, Petro Poroshenko, the sources said, though Mr Cohen was not registered as a representative of Ukraine as required by US law.

Mr Cohen denies the allegation.

The meeting at the White House was last June. Shortly after the Ukrainian president returned home, his country's anti-corruption agency stopped its investigation into Trump's former campaign manager, Paul Manafort.

A high-ranking Ukrainian intelligence officer in Mr Poroshenko's administration described what happened before the visit to the White House.

Iran lists tough conditions for Europe to save nuclear deal

http://www.dw.com/en/iran-lists-tough-conditions-for-europe-to-save-nuclear-deal/a-43904326

Iranian leader Khamenei on Wednesday published conditions the three European signatories of the 2015 Iranian nuclear deal — Germany, Britain and France — must accept to guarantee Iran stays in the agreement.

The move came as the three countries scramble to salvage the accord in the wake of the US's withdrawal.

Khamenei said, "We do not want to start a fight with these three countries [France, Germany and Britain] but we don't trust them either." He also warned that Iran would continue its enrichment of uranium if the terms are not met.

What the three European countries must accept:

They will pledge to avoid opening negotiations over Iran's ballistic missile program or actions in the Middle East.

They should continue buying Iranian oil and should, if necessary, also buy Iranian oil the US decides not to buy.

They should "stand up against US sanctions" on Iran. They should condemn US for allegedly breaking a United Nations resolution that supports the nuclear deal.

Giuseppe Conte asked to form Italian government

https://www.politico.eu/article/giuseppe-conte-asked-to-form-italian-government/

ROME — Italian President Sergio Mattarella on Wednesday asked Giuseppe Conte to oversee the creation of a new government made up of two populist parties.

Conte, 53, said he wants to be “the defense lawyer of the Italian people” at home and abroad and is “fully aware of the challenges we face” as he prepares to become prime minister at the head of a governing coalition of the anti-establishment 5Star Movement and the far-right League.

Conte was keen to strike a more conciliatory tone on Wednesday evening, citing ongoing negotiations on the EU budget, rules on asylum and the completion of the banking union as the most urgent matters to deal with for Europe.

“Outside of here there is a country that is awaiting the birth of a new government and is expecting answers,” Conte said after his first meeting with the president at the Quirinal Palace, which lasted two hours. “The government that will be formed will be a government for change.”

The next step for Conte is to draw up a list of Cabinet ministers and submit the names to the president, who must give his approval before the team takes office, likely by the end of next week.

North Korea casts further doubt on summit and warns US of 'nuclear showdown'

https://www.theguardian.com/world/2018/may/24/north-korea-casts-further-doubt-on-summit-and-warns-us-of-appalling-tragedy

North Korea cast further doubt on a planned summit between its leader, Kim Jong-un, and Donald Trump, warning that Pyongyang could make the US “taste an appalling tragedy”.

The fate of the summit is “entirely” up to the US, North Korea’s vice foreign minister Choe Son-hui said in a statement on Thursday. If the talks are cancelled, Choe suggested the two countries could engage in a “nuclear-to-nuclear showdown”.

“Whether the US will meet us at a meeting room or encounter us at nuclear-to-nuclear showdown is entirely dependent upon the decision … of the US,” she said.

“We will neither beg the US for dialogue nor take the trouble to persuade them if they do not want to sit together with us.”

North Korea nuclear test tunnels at Punggye-ri 'destroyed'

http://www.bbc.com/news/world-asia-44240047

North Korea appears to have blown up tunnels at its only nuclear test site, in a move to reduce regional tensions.

Foreign journalists at the Punggye-ri nuclear testing site said they witnessed a huge explosion.

The North offered to scrap the site earlier this year as part of a diplomatic rapprochement with South Korea and the US.

But scientists believe it partially collapsed after the last test in September 2017, rendering it unusable.

International inspectors were not allowed to attend the dismantling of the Punggye-ri site in the mountainous north-east of the country.
