Thank you for your recent application to renew your previous United Kingdom passport.
We issue British passports mainly to British citizens. British Overseas Territories citizens and British Overseas citizens, as defined by the British Nationality Act 1981, (which come into force on 1st January 1983). As a result, citizenship is a matter of law, and is decided mainly by a person's place and date of birth and their parent's places and dates of birth.
However, from the information available at this time it would appear that you are not a British national
To clarify, at birth you were a Citizen of the United Kingdom and Colonies by virtue of your birth in Hong Kong. The British Nationality Act 1981 came into force on 1.1.83, at which time you will have become a British Dependant Territories Citizen under this act and you will have remained a British Dependant Territories Citizen until 30th June 1997.
On 1st July 1997, Hong Kong was not longer a British Dependant Territory and on that date you stopped being a British National. You would have remained a British National if you had registered as a British National (Overseas) under the Hong Kong (British nationality) Order 1986, for whcih all legal deadlines have now passed.
It seems likely that you are a Chinese National under the Chinese Nationality Law (which applies in Hong Kong Special Administrative Region (HKSAR)) and may be eligible to hold a HKSAR passport. The HKSAR passport is issued by the HKSAR Immigration Department on the authority of the Chinese Goverment to all Chinese Nationals who are permanent residents of Hong Kong and who hold Hong Kong permanent identity cards.
