其實我頭先都講錯左俾你聽
你依家 scenario 係講緊agreement，咁招標就invitation to treat，之後返標，咁返標唔等於developer 一定要接受。其實去到返標呢個動作都只係invitation to treat。
因為依家developer 想bind 張contract，所以呢度又有返offer and acceptance。佢依家其實係俾返offer Au，俾3日時間佢（certain period of acceptance ）去accept offer
其實invitation of treat 可以包含埋offer and acceptance，但係invitation 既內容又會有唔同。而且我地讀既只係206，唔洗讀到咁深

i think the gist of the question shall be 'accepted subject to the usual conditions' which creates the client's counteroffer since the client may perhaps modify or add some terms and conditions
, or may even change or add obligations upon the contractor as implied by the wordings. Therefore, as long as the contractor withdraws his bid either by written or oral method, indicating that he is no longer willing to accept the conditions set by the client, such withdrawal shall not incur any legal implication
