Boris Johnson defends Brexit plan and 'row' silence

Boris Johnson has admitted he would need EU co-operation to avoid a hard Irish border or crippling tariffs on trade in the event of no deal.

In an exclusive interview with the BBC, the favourite to be next prime minister said: "It's not just up to us."

But he said he did "not believe for a moment" the UK would leave without a deal, although he was willing to do so.

Asked about a row he had with his partner, he said it was "simply unfair" to involve "loved ones" in the debate.

Reports of the argument on Friday with his girlfriend, Carrie Symonds, dominated headlines over the weekend after the police were called to their address in London.

In an interview with BBC political editor Laura Kuenssberg, Mr Johnson said the existing deal negotiated by Theresa May "is dead".

He insisted it was possible to broker a new deal with the EU before the end of October because the political landscape had changed in the UK and on the continent.

Iran: New US sanctions target Supreme Leader Khamenei

US President Donald Trump has said he is imposing hard-hitting new sanctions on Iran, including on the office of the country's Supreme Leader Ali Khamenei.

Mr Trump said the additional sanctions were in response to the shooting down of a US drone and "many other things".

Ayatollah Khamenei, Iran's highest authority, was singled out because he was "ultimately responsible for the hostile conduct of the regime".

Iranian Foreign Minister Javad Zarif said the Americans "despise diplomacy".

In a tweet sent after the announcement, Mr Zarif also accused the Trump administration of having a "thirst for war".

Tensions between the two countries have been escalating in recent weeks.

However, US Treasury Secretary Steve Mnuchin said Mr Trump's executive order - which would lock up "billions" of dollars in Iranian assets - was in the works before Tehran shot down an unmanned US drone in the Gulf last week.

The UN Security has urged calm and the use of diplomacy.

A US-designed economic blueprint for Israeli-Palestinian peace will be launched in Bahrain on Tuesday, without the participation of either Palestinian or Israeli officials.

The Palestinians are boycotting the conference and a late decision was taken not to invite Israelis. A relative handful of Palestinian business leaders are expected in Bahrain, for what is widely seen as a “vanity project” for Donald Trump’s son-in-law, Jared Kushner.

Kushner’s “peace to prosperity” plan envisages $50bn being spent on investments in the occupied territories and neighbouring countries. The plan includes a $5bn transportation corridor joining the West Bank and Gaza.

Kushner told Reuters on Saturday the plan would create a million jobs, halve Palestinian poverty and double the size of the Palestinian economy.

However, the whole plan is contingent on a political solution to the seven-decade conflict between Israelis and Palestinians, which looks further away than ever. The Palestinians have rejected the US as a broker because of the Trump administration’s unequivocal support for Israel, and in particular the rightwing government of Benjamin Netanyahu.

“We have realised that this economic workshop in Bahrain is going to be really nonsense. It is just simply a theoretical piece of work calling for $50bn,” Mohammad Shtayyeh, the Palestinian authority prime minister, said.

DUBAI (Reuters) - New U.S. sanctions against Iran’s supreme leader and foreign minister have closed off diplomacy, Iran said on Tuesday, blaming the United States for abandoning the only route to peace just days after the two foes came within minutes of conflict.

U.S. President Donald Trump signed an executive order imposing sanctions on Monday against Supreme Leader Ayatollah Ali Khamenei and other senior figures. Sanctions against Foreign Minister Mohmmad Javad Zarif are expected later this week.

The moves came after Iran shot down a U.S. drone last week and Trump called off a retaliatory air strike minutes before impact, which would have been the first time the United States had bombed Iran in decades of hostility between them.

Trump said he decided at the last minute that too many people would die.

“Imposing useless sanctions on Iran’s Supreme Leader and the commander of Iran’s diplomacy is the permanent closure of the path of diplomacy,” Iranian Foreign Ministry spokesman Abbas Mousavi said on Twitter.

“Trump’s desperate administration is destroying the established international mechanisms for maintaining world peace and security,” Mousavi tweeted.

After a marathon 17-hour debate, the opposition failed to muster 101 votes in the 200-seat parliament needed to topple the government. The final vote was 85 against and 85 for, with 30 abstentions or votes not cast.

Babis' ANO party is in a coalition with the center-left Social Democrats, but relies on further support from the Communists — not a formal ally of Babis' — to reach a majority of 108 seats in the parliament.

The no confidence vote was prompted by a preliminary report by European Commission auditors that found Babis still has influence over Agrofert, a sprawling agriculture, food and media empire.

Germany's Merkel seen shaking again in Berlin

German Chancellor Angela Merkel appeared unsteady at an event in Berlin on Thursday and was seen briefly shaking for the second time in recent weeks.

The incident took place during a farewell ceremony for outgoing Justice Minister Katarina Barley in Berlin. In a video of the event, the chancellor can be seen trembling next to German President Frank Walter-Steinmeier.

At one point, she was offered a glass of water, but rejected it. Reporters also said she appeared fine when she arrived in the German parliament 30 minutes later.

Merkel's spokesman told reporters that the chancellor will continue to take part in an event to swear in Germany's new justice minister, Christine Lambrecht. Merkel will go ahead with a trip to Japan for the G20 meeting this weekend.

"Everything is taking place as planned. The chancellor is well," Government Spokesman Steffen Seibert said.

Leaders from the Group of 20 nations (G20) will meet in Osaka from Friday in what is likely to be its most important summit since the global financial crisis.

When the G20 met in Washington one month after the Lehman Brothers crash in 2008, they were focused on a mammoth task: how to piece the world economy back together and avoid a future crisis.

A decade later the G20 nations face another huge challenge in resolving a US-China trade war that has rattled businesses around the world, and cast a shadow over the global economy.

That's why the meeting between US President Donald Trump and Chinese President Xi Jinping on Saturday will be so closely watched.

They last met seven months ago at another G20 summit in Buenos Aires. Over grilled sirloin and caramel rolled pancakes, the pair agreed on a 90 day truce to their trade war.

Now, reports are emerging that another trade truce could be struck in Osaka.

While that would provide markets with some relief, it won't mean the trade war is over.

There are people who argue that the Democratic Party’s steady leftward progression during the Trump years is largely an optical illusion — a distorted impression one gets from assigning too much significance to social media noise or flamboyant figures like Alexandria Ocasio-Cortez.

Ten Democrats making their case to be president on a debate stage in Miami Wednesday night suggest a much different conclusion.

This is a party eager to go on the ideological offensive not just against Donald Trump (whose name did not dominate the evening even as he was invoked plenty) but against an economic and political power structure that candidates argued is deeply corrupt. Liberals must be empowered to bring bad actors to heel through robust intervention of government.

Over the course of two hours, people who are inarguably some of the party’s most consequential and ascendant figures endorsed the mandatory abolition of private health insurance, sharply higher taxes on the wealthy, the decriminalization of illegal border crossings. They spoke with contempt about the alleged profiteering, manipulation, and cruelty of corporations. They argued that ordinary Americans are right to feel screwed, and multiple candidates boasted that they are tough enough to turn the screws on the victimizers, for a change.

Boris Johnson has refused demands to categorically rule out suspending parliament to push through a no-deal Brexit without the consent of MPs.

The frontrunner to be the next prime minister confirmed it was one of the options on the table, after failing to give clear answers on several other occasions.

Johnson said on Wednesday that the chance of a no-deal Brexit was “a million to one against”, but he has also promised to completely replace the “defunct” withdrawal agreement negotiated by Theresa May and leave the EU by 31 October. The EU has repeatedly said the deal is not up for renegotiation, leading the odds of leaving without a deal to rise.

Speaking at a hustings for Conservative members in Bournemouth on Thursday, the former foreign secretary said he did not want to prorogue parliament to prevent MPs blocking a no-deal Brexit but it should not be removed as an option.

Asked whether he would do it, he said: “I would rather than confiding in this archaic device to get this thing done at my own behest, I would rather confide in the maturity of common sense of parliamentarians, all of whom are now staring down the barrel of public distrust.”

He was then pressed to categorically rule it out and failed to do so, saying: “I’m not attracted to the idea of a no-deal exit from the EU but, you know, I think it would be absolutely folly to rule it out. I think it’s an essential tool of our negotiation.

“I don’t envisage the circumstances in which it will be necessary to prorogue parliament, nor am I attracted to that expedient.”

The US Supreme Court has blocked the Trump administration from adding a question on citizenship to the 2020 census for the time being.

The White House has argued that the question will bolster protections for minority voters.

But opponents say it could deter immigrant households from taking part because of fears that data could be shared with law enforcement agencies.

President Trump responded by saying he would try to delay the census.

The justices wrote in a 5-4 ruling that the reason for including the question seemed "contrived".

Chief Justice John Roberts joined the court's liberal justices, saying the administration did not provide adequate justification for the question.

The Census Bureau's own experts say it would lead to a major undercount.

Though the ruling deals a blow to the Trump administration, the complicated decision does not bar the question for either its language or the underlying premise.

The ruling was met with almost immediate outcry from Democrats and anti-gerrymandering activists, and is a major blow for those who sought to challenge in court politically-drawn district maps that they believed to be unconstitutional.

Chief Justice John Roberts wrote in the court's majority opinion that federal courts cannot consider partisan gerrymandering cases.

"Excessive partisanship in districting leads to results that reasonably seem unjust. But the fact that such gerrymandering is 'incompatible with democratic principles,' does not mean that the solution lies with the federal judiciary," Roberts wrote.

"We conclude that partisan gerrymandering claims present political questions beyond the reach of the federal courts. Federal judges have no license to reallocate political power between the two major political parties, with no plausible grant of authority in the Constitution, and no legal standards to limit and direct their decisions."

The ruling opens the door for instances of partisan gerrymandering in district maps to be upheld across the country – a possibility that Justice Elena Kagan decried in a stinging dissent.

In an apparently spontaneous gesture, Mr Trump unexpectedly mooted a meeting with Mr Kim.

Speaking at the G20 summit in Osaka, Mr Trump gave a few more details, telling reporters he decided on Saturday morning to "put out a feeler" to Mr Kim.

"If he's there, we'll see each other for two minutes and that's fine," he said in comments to reporters. He was speaking at the start of a working breakfast with Saudi Arabia's Crown Prince Mohammad Bin Salman.

Saturday’s high-stakes meeting between Trump and Chinese President Xi Jinping was being closely watched in hopes that it would ease tension rather than plunge the world’s two biggest economies into a deeper trade war.

Trump told reporters he had an excellent meeting with the Chinese leader and that talks were “back on track”. The two met in Japan’s western city of Osaka, on the sidelines of a summit of leaders of Group of 20 (G20) developed economies.

“We had a very good meeting with President Xi of China, excellent, I would say excellent, as good as it was going to be,” Trump said. “We discussed a lot of things and we’re right back on track and we’ll see what happens.”

Ahead of the talks, Trump had said a fair trade deal would be “historic”, but gave no details.

US President Donald Trump has confirmed he will meet North Korean leader Kim Jong-un in the zone dividing the two Koreas shortly for a brief greeting.

The unprecedented meeting at the demilitarised zone (DMZ) comes after Mr Trump tweeted what he said was a spontaneous invitation to Mr Kim.

South Korea's president said they would have a "handshake for peace".

The North has not yet commented. The expected meeting raises hopes for a revival of stalled nuclear talks.

It will be the third meeting between Mr Trump and Mr Kim in just over a year, and their first since a summit in Vietnam broke down in February. Reacting to Mr Trump's offer on Saturday, North Korea said it was "very interesting".

In a press conference in Seoul, Mr Trump said he and Mr Kim had "developed a very good relationship" and he was looking forward to meeting him.

"It's going to be very short, virtually a handshake. But that's OK. A handshake means a lot."

Apparently confirming that the invitation was not long planned, he said he arrived in South Korea and thought: "Hey, I'm here let's see whether I can say hello."

Speaking alongside Mr Trump, South Korea's President Moon Jae-in said the leaders would meet in Panmunjom, the so-called truce village inside the DMZ, where negotiations between South and North Korea have often taken place.

No sitting US president has ever been inside the DMZ, the thin, heavily fortified strip of land which divides North and South Korea.

Albanians are voting in an election like no other since the nation emerged from 50 years of communism in 1990.

Prime Minister Edi Rama has campaigned hard for Sunday's local polls - even though his Socialist candidates face almost no opposition at the ballot box.

The main opposition is boycotting, but has urged militants to remain peaceful.

President Ilir Meta has issued a decree to postpone the poll, but Mr Rama has rejected it and has started moves to impeach the president, once an ally.

For months now, the opposition has held protests demanding the resignation of the prime minister and new general elections.

They accuse Mr Rama of previous electoral fraud and corruption - which he denies.

The vote is going ahead, with critics calling it just that, not an election given the lack of competition. Some local opposition mayors have used their powers to stop the use of public buildings - such as schools - as polling stations.

Their supporters have clashed with police - and in some cases set fire to ballot papers and boxes.

Lulzim Basha, leader of the largest opposition Democratic Party, has been under international pressure to rein in militants. On the eve of the vote, he urged supporters to refrain from violence.

The Trump administration has dropped a controversial plan to add a citizenship question to the 2020 census, marking a major victory for civil rights groups.

It comes just days after the Supreme Court blocked efforts to include the question, ruling that the government's justification seemed "contrived".

The European Council proposed German Defense Minister Ursula von der Leyen to become European Commission president, European Council President Donald Tusk said Tuesday.

Von der Leyen, a member of German Chancellor Angela Merkel's conservatives (CDU/CSU), would be the first female Commission president if confirmed by the European Parliament.

As part of a package deal:

Charles Michel was elected European Council president. He is currently serving as acting Belgian premier.

Christine Lagarde was nominated for European Central Bank president. She previously served as France's finance minister and is currently the managing director of the International Monetary Fund (IMF).

Josep Borrell Fontelles was nominated for High Representative for Foreign Affairs and Security Policy. He is currently serving as Spanish foreign minister.

Hong Kong protests: China tells UK not to interfere in 'domestic affairs'

Its UK ambassador said relations had been "damaged" by comments by Foreign Secretary Jeremy Hunt and others backing the demonstrators' actions.

Liu Xiaoming said those who illegally occupied Hong Kong's parliament should be "condemned as law breakers".

The ambassador was later summoned to the Foreign Office over the remarks.

A Foreign Office spokesman said Sir Simon McDonald, permanent under secretary and head of the diplomatic service, told the ambassador his comments were "unacceptable and inaccurate".

Earlier, Prime Minister Theresa May said she had raised concerns with Chinese leaders.
