Brexit: EU considers flexible three-month extension

The EU is due to meet on Monday to consider a Brexit extension until 31 January, with an option for the UK to leave earlier if a deal is ratified.

A draft text to be shown to ambassadors from the 27 member countries includes multiple possible dates for Brexit: 30 November, 31 December or 31 January.

There will also be a commitment that the Withdrawal Agreement cannot be renegotiated in future.

Unless the extension is approved, the UK will leave the EU on Thursday.

Under the proposed legal decision to extend the Brexit process, the EU would also retain the right to meet without the UK to consider future business during the extension.

The EU has so far agreed to an extension after Boris Johnson was forced by Parliament to request it, but has not specified the new deadline date.

If EU members approve the request for a three-month extension, Mr Johnson would have to accept it, under the terms of the law passed by MPs to prevent a no-deal Brexit.

Any extension to the Article 50 process is technically flexible, meaning that it can come to an end as soon as a deal is approved by both parties.

But by writing this flexibility into the legal decision to delay Brexit, EU leaders aim to underline their neutrality from the political debate in the UK.

A short delay could be seen as risking a no-deal Brexit by those who support remaining in the EU, while a long delay could be seen by Brexit supporters as attempting to prevent the UK from leaving.

As part of the extension, the EU is expected to say the UK has "an obligation to suggest a candidate" to represent it on the EU Commission.

Germany's Left party tops Thuringia election, far-right AfD surges to second

Voters in the eastern German state of Thuringia boosted the far-right Alternative for Germany (AfD) in regional elections on Sunday, according to preliminary results, but the Left party will remain the dominant political force in the state.

With all districts reporting, results showed the Left party winning 31% of votes in the state that was once part of the communist former East Germany.

The far-right AfD party snagged 23.4% of the vote, making it the second-largest party in the assembly — and pushing German Chancellor Angela Merkel's CDU party into third place with 21.8%.

The turnout for the Thuringia polls was unusually high. Nearly 65% of the state's 1.7 million voters cast their ballots, compared to less than 53% five years ago. Postal votes were not included in the statistics.

Although the results indicate a historic result for the Left party, the makeup of the future state government remains uncertain.

Fernandez takes lead in Argentine presidential election

Argentina appeared to shift to the left on Sunday as Peronist candidate Alberto Fernandez took the lead in the South American county's presidential election amid broad discontent over austerity in the crisis-stricken economy.

Fernandez secured 47.2% of the vote against conservative incumbent Mauricio Macri's 41.4%, according to preliminary results with 65% of the vote counted. If the lead holds, it would be enough to avoid a run-off.

Voters also chose 130 lower house seats and 24 senators in Congress, regional mayors and some governors.

EU Council President Donald Tusk said it was a "flextension" - meaning the UK could leave before the deadline if a deal was approved by Parliament.

It comes as MPs prepare to vote on proposals by Boris Johnson for an early general election on 12 December.

The SNP and Lib Dems have also proposed an election on 9 December.

A No 10 source said the government would introduce a bill "almost identical" to the Lib Dem/SNP option on Tuesday if Labour voted their plan down later, and "we will have a pre-Christmas election anyway".

Ukraine conflict: Front-line troops begin pullout

Ukrainian government troops and Russian-backed separatists have begun withdrawing from a key front-line area in eastern Ukraine.

"The separation of forces in Zolote is happening right now," Ukrainian Foreign Minister Vadym Prystaiko said.

A separatist official quoted by Russia's RIA news agency said both sides had fired coloured signalling rockets to mark both sides' withdrawal.

A deal was agreed this month to end the Donbas region's five-year conflict.

Under the deal, both sides were to start withdrawing from their positions in the towns of Zolote and Petrivske on 9 October.

But there were skirmishes between Ukrainian police and war veterans, who tried to prevent the troop pullout.

Labour to back early general election

The UK looks set for a December general election after Labour leader Jeremy Corbyn announced his party was ready to fight the "most radical campaign ever".

Mr Corbyn said his condition of taking a no-deal Brexit off the table had now been met after the EU agreed to extend the deadline until 31 January 2020.

Prime Minister Boris Johnson can only hold an election with the support of MPs - who have blocked it three times.

The PM will make a fresh attempt to get their backing in Parliament later.

The government bill published ahead of the Commons debate is for an early election on 12 December.

But the Scottish National Party and Liberal Democrats want a 9 December poll, saying it would prevent the prime minister from pushing his Brexit deal through Parliament.

No 10 sources have told the BBC they would accept 11 December to get opposition parties on-board - and they have agreed to put Brexit legislation on hold, for now.

UK set for 12 December general election after MPs' vote

The UK is set to go to the polls on 12 December after MPs backed Boris Johnson's call for an election following months of Brexit deadlock.

By a margin of 438 votes to 20, the House of Commons approved legislation paving the way for the first December election since 1923.

The bill is still to be approved by the Lords but could become law by the end of the week.

If that happens, there will be a five-week campaign up to polling day.

The prime minister has said the public must be "given a choice" over the future of Brexit and the country.

Mr Johnson hopes the election will give him a fresh mandate for his Brexit deal and break the current Parliamentary deadlock, which has led to the UK's exit being further delayed to 31 January.

The PM said it was time for the country to "come together to get Brexit done", as he left a meeting of the 1922 Committee of backbench Conservatives held minutes after the vote.

He has readmitted 10 of the 21 Conservative MPs he threw out of the party for rebelling over Brexit, allowing them to stand as Conservative candidates.

Lebanon’s prime minister, Saad Hariri, has announced his resignation, in a move set to spark further uncertainty in a country paralysed by political dysfunction and nationwide protests.

Hariri’s announcement came several hours after hundreds of youths overran protest sites in downtown Beirut, ransacking tents and stalls set up by demonstrators who, for the past 13 days, have demanded an overhaul of the ruling class and an end to rampant corruption.

The embattled leader said he intended to make a “positive shock” by quitting, claiming that doing so served “the country’s dignity and safety”. Over the past fortnight, he has tabled reforms, including the abolition of several cabinet positions and some cuts to spending, but the moves have fallen short of the structural changes demanded by protesters.

The protests have left politicians scrambling unsuccessfully to react and have exposed the depth of feeling in Lebanon, where an imminent economic collapse threatens to cripple the country’s banking system and social fabric.

The depth of the crisis and lack of political solutions have galvanised Lebanese citizens from all political persuasions and walks of life, leading to a movement that shows little sign of slowing down, even after the main protest site was ransacked on Tuesday.

Centre-right wins Umbria election with landslide

(ANSA) - Perugia, October 28 - Centre-right candidate Donatella Tesei won Sunday's regional election in Umbria with a landslide, claiming 57.55% of the vote, according to official figures released on Monday.

Tesei won over 20 points more of the vote than Vincenzo Bianconi, the candidate backed by the 5-Star Movement (M5S) and the centre-left Democratic Party (PD), who got only 37.48%.

The anti-establishment M5S and the PD, who were fierce rivals until recently, teamed up in a bid to end a long series of victories in regional elections by the League-led centre right.

Trump impeachment: Officer Alexander Vindman raised alarm over Ukraine call

An official who heard a call between US President Donald Trump and Ukraine's president says he was concerned by Mr Trump's "demand" to scrutinise a rival.

Alexander Vindman told Congress he twice reported his objections to Mr Trump pressuring Ukraine to investigate leading US Democrat Joe Biden.

Col Vindman is the first White House official who heard the call to testify as part of the impeachment inquiry.

The inquiry concerns alleged abuse of power by the Republican president.

Col Vindman, a decorated army veteran, was among select officials who were authorised to listen in on Mr Trump's 25 July call with newly elected Ukrainian President Volodymyr Zelensky, which sparked a whistleblower complaint and led to the impeachment probe.

Mr Trump is accused of trying to pressure Ukraine into investigating unsubstantiated corruption claims against Mr Biden and his son, who worked with Ukrainian gas company Burisma while his father was the US vice-president.

Mr Trump has denied wrongdoing and called the impeachment inquiry a "witch hunt".

Though the White House has called on witnesses to disregard congressional subpoenas, as an active-duty military officer, Col Vindman could have faced sanction for doing so.

Chilean president cancels Apec and climate summits amid wave of unrest

Chile’s embattled president has cancelled the Apec trade summit in November and the Cop 25 climate summit in December, as his government struggles with the largest wave of political unrest since the end of the Pinochet dictatorship.

Sebastián Piñera made the announcement on Wednesday after 12 days of massive demonstrations and in which millions have taken to the street in protest over economic inequality.

“This has been a very difficult decision, a decision that causes us a lot of pain, because we fully understand the importance of Apec and Cop 25 for Chile and for the world,” Pinera said in a brief statement from La Moneda palace in Santiago.

Trump impeachment: House to vote on how inquiry should proceed

The US House of Representatives is set to vote on how the impeachment inquiry into President Donald Trump should proceed.

The resolution to be voted on sets out a more public phase of the process and is not a ballot on whether or not to impeach the president.

The measure also sets out the rights Mr Trump's lawyers would have.

This will be the first formal test of support for the inquiry in the Democratic-controlled House.

President Trump is accused of trying to pressure Ukraine into investigating unsubstantiated corruption claims against his political rival, Joe Biden, and his son who worked with Ukrainian gas company Burisma.

Mr Trump denies wrongdoing and calls the impeachment inquiry a "witch hunt".

Republicans have criticised Democrats for the closed hearings up to this point, in which Republican lawmakers have also taken part. But Democrats insist they were needed to gather evidence ahead of the public stage of the inquiry, and deny allegations they have been secretive.

The debate is expected to start at 09:00 (13:00 GMT). Democrats, who have 234 of the 435 seats in the House, need a simple majority to approve the resolution.

North Korea fires two 'ballistic missiles' into Sea of Japan

North Korea has fired two unidentified "projectiles" into the sea, the South Korean military says.

According to Japan's Defence Ministry, the objects "appeared to be ballistic missiles".

If confirmed as a missile test, it would be the North's 12th such launch this year.

Earlier this month, North Korea test-fired a new type of missile which is thought could also be launched from a submarine.

That missile was, in theory, able to carry a nuclear weapon. Being launched from a submarine can make missiles harder to detect, and allows them to get closer to other targets.

Thursday's projectiles were fired into the East Sea, also known as the Sea of Japan. The launches are thought to have come from South Pyongan province, according to Seoul's Joint Chiefs of Staff.

The projectiles landed outside Japan's maritime exclusive economic zone, the Japanese coast guard said.

The South Korean military said it would maintain its readiness to track and monitor further launches.

Nord Stream 2: Go-ahead for Russian gas pipeline angers Ukraine

Denmark's approval for a controversial pipeline to pump more Russian gas into Europe will strengthen Russia's influence in the region, Ukraine warns.

"This is not only a matter of energy security, it is a geopolitical issue," Ukraine's President Volodymyr Zelensky said of the Nord Stream 2 gas project.

Plans for the 1,225km (760-mile) undersea pipeline have divided Europe.

The Danish permit was the last major hurdle. The pipeline will run under the Baltic Sea from Russia to Germany.

The Russian-led Nord Stream 2 project has also infuriated the US, which fears the pipeline will tighten Russia's grip over the region's energy supply and reduce its own share of the lucrative European market for American liquefied natural gas.

US President Donald Trump has said the pipeline, owned by Russia's Gazprom, could turn Germany into a "hostage of Russia".

On Wednesday, Denmark said it had granted a permit for part of the Nord Stream 2 pipeline to be constructed near the Baltic island of Bornholm.

Iraq protests: Capital Baghdad blocked as unrest escalates

Protesters have blocked the main thoroughfares in the Iraqi capital Baghdad, as mass anti-government protests continue.

Demonstrators were seen parking cars at key junctions of the city as police looked on without intervening.

Since 1 October, tens of thousands of people have taken part in two waves of protests to demand more jobs, an end to corruption, and better services.

More than 250 have been killed in clashes with security forces.

In Baghdad, protesters have been defying a curfew introduced in late October.

Last week, Iraqi President Barham Saleh said Prime Minister Adel Abdul Mahdi would resign if political parties could agree on his replacement.

General election 2019: Nigel Farage will not stand as candidate

Nigel Farage has said he will not be standing as a candidate in the general election on 12 December.

The Brexit Party leader told the BBC's Andrew Marr he had thought "very hard" but had decided he could "serve the cause better" by supporting his party's 600 candidates "across the UK".

"I don't want to be in politics for the rest of my life," he said.

Mr Farage, who has stood unsuccessfully for Parliament seven times, also criticised the PM's Brexit deal.

The 55 year-old told BBC One's Andrew Marr Show the deal agreed earlier this month was "virtually worse that being in the EU".

"If Boris Johnson was going for a genuine Brexit, we wouldn't need to fight against him in this election," he said.

On Friday, the prime minister rejected an alliance with Mr Farage's Brexit Party, telling BBC political editor Laura Kuenssberg doing deals with "any other party... simply risks putting Jeremy Corbyn into Number 10".

Speaker's election: MPs to choose John Bercow's successor

MPs will elect John Bercow's successor as Speaker of the House of Commons later in the first election for the powerful post in more than a decade.

The Speaker keeps order in Commons debates and calls MPs to speak.

Seven candidates are in the running, including ex-deputy Labour leader Harriet Harman and current deputy Speaker Sir Lindsay Hoyle.

At 14:30 GMT the candidates will make short speeches in the Commons after which MPs will cast their votes.

Mr Bercow stood down on Thursday after an eventful and frequently controversial decade in the Speaker's chair. His resignation as MP for Buckingham was officially confirmed on Monday.
