North Korean leader Kim Jong-un invited US president Donald Trump to visit Pyongyang in a letter sent in August, a South Korean newspaper reported on Monday, citing diplomatic sources.

The letter pre-dates North Korea’s latest launch of short-range projectiles a week ago and is the second Trump received from Kim last month amid stalled denuclearisation talks between the two countries,

In the second letter, which was passed to Trump in the third week of August, Kim spoke of his willingness to meet Trump for another summit, one source reportedly told the Joongang Ilbo newspaper.

The White House, the US State Department and the North Korean mission to the United Nations did not immediately respond to requests for comment.

Saudi oil attacks: US says intelligence shows Iran involved

The United States has issued satellite images and cited intelligence to back its allegation Iran was behind attacks on major Saudi oil facilities.

Iran denies involvement in Saturday's air attacks, which were claimed by Iran-aligned Houthi rebels in Yemen.

But unnamed US officials speaking to US and international media say the direction and extent of the attacks cast doubt on Houthi involvement.

The incident has cut global oil supplies by 5% and prices have soared.

Secretary of State Mike Pompeo blamed Iran at the weekend, without providing any evidence, prompting Tehran to accuse Washington of deceit.

Tweeting on Sunday, President Donald Trump stopped short of directly accusing Iran, but suggested possible military action once the perpetrator was known.

MADRID (Reuters) - The leader of Spain’s center-right Ciudadanos, Albert Rivera, on Monday unexpectedly made a proposal to get Spain out of political deadlock and avoid elections, saying he could facilitate Pedro Sanchez’s investiture as premier under a number of conditions.

Spanish politics have been in limbo since an inconclusive election in late April and had been all but certain to head to a repeat election.

It is not yet clear if Rivera’s proposal will change that but he called on conservative party leader Pablo Casado to together propose a pact to Sanchez, that would include not increasing taxes and applying direct rule again in Catalonia if the regional government rejects an upcoming sentence in a separatist trial.

The third condition would be the Socialists not governing in the Navarra region with the support of far-left Basque nationalist party Bildu.

An imprisoned populist who owns a TV channel and a reserved law professor are the two leading candidates. The vote has been widely seen as a stress test for Tunisia's fledgling democracy.

Tunisia's elections were headed to a runoff on Tuesday between a jailed media mogul and a socially conservative academic, according to preliminary results. Both have branded themselves political outsiders in a contest that included 26 candidates.

Law professor Kais Saied received 19 percent of the vote, according to the preliminary figures. Nicknamed "Robocop," for his abrupt, direct way of speaking and rigid posture, Saied has also eschewed joining a political party and mass campaign rallies, barely spending money and preferring to meet voters door-to-door.

Saied has promised to overhaul the constitution and to decentralize power "so that the will of the people penetrates into central government and puts an end to corruption."

His rival is Nabil Karoui, a populist showman who has changed his political views over time in line with recent trends. He has been in jail since August 23 on suspicion of money laundering — but received permission to let his wife and leaders of his Heart of Tunisia party campaign in his stead.

France's Christine Lagarde secured the backing of the European Parliament to become the next president of the European Central Bank following a vote on Tuesday.

The former head of the International Monetary Fund was nominated in July for the role to succeed Italian economist Mario Draghi.

The EU Parliament's non-binding vote in Strasburg, France, saw Lagarde receive 394 votes in favor and 206 against, with 49 abstentions.

Lewandowski was a central figure in the Trump presidential campaign before his firing in June 2016, after which he remained an adviser to and emissary for Trump.

A White House lawyer has asked Lewandowski to restrict his testimony to matters discussed in special counsel Robert Mueller’s report. That still could, theoretically, make for explosive testimony, since Lewandowski was a key figure in Mueller’s discussion of potential obstruction of justice by Trump, with Trump pressuring Lewandowski to pressure Jeff Sessions, attorney general at the time, to spin the Russia investigation in the public eye and to threaten Sessions with firing if Sessions declined to meet with Lewandowski.

Supreme Court: Parliament suspended 'to stop MPs frustrating PM', judges told

Boris Johnson sought to suspend Parliament to avoid the risk of MPs "frustrating or damaging" his Brexit plans, the Supreme Court has heard.

Lawyers for campaigners challenging the suspension said there was "strong evidence" the PM saw MPs "as an obstacle" and wanted to "silence" them.

The judges are hearing two challenges relating to the five-week prorogation.

Lady Hale, President of the Court, stressed the landmark case would have no bearing on the timing of Brexit.

In her opening statement, the most senior judge in the UK said she and her 10 colleagues would endeavour to address the "serious and difficult questions of law" raised by the case, but would not determine "wider political questions" relating to the Brexit process.

Mr Johnson maintains it was right and proper to terminate the last session of Parliament in order to pave the way for a Queen's Speech on 14 October, in which his new government will outline its legislative plans for the year ahead.

He insisted the move had nothing to do with Brexit and his "do or die" pledge to take the UK out of the EU on 31 October, if necessary without a deal.

Israel election: Netanyahu in tough fight in this year's second vote

Israel's Prime Minister Benjamin Netanyahu is fighting to hold on to power, as voters go to the polls in one of its closest election races in years.

He called the snap election after failing to form a governing coalition in the wake of an election in April.

Polls forecast his right-wing Likud party to tie with its main challenger, the centrist Blue and White party led by former military chief Benny Gantz.

Smaller parties could therefore have a big say in the final outcome.

Negotiations on the formation of a new coalition are expected to start as soon as voting ends at 22:00 (19:00 GMT) and exit polls are published.

Likud and Blue and White came away with 35 seats each in the 120-seat Knesset.

Mr Netanyahu declared victory and it appeared that he would be able to secure a majority with the backing of smaller right-wing and religious parties. But after several chaotic weeks the attempted coalition-building collapsed into recriminations.

Spain to hold fourth election in four years

Spain is set for another election - its fourth in four years.

Acting Prime Minister Pedro Sánchez made the announcement on Tuesday, having failed to secure enough support in parliament to form a government.

King Felipe VI, the head of state, spent two days consulting with rival party leaders, but no consensus could be found on a candidate for prime minister.

The election will take place on 10 November. The last one was in April.

Mr Sánchez's socialist PSOE party gained the most seats in that election, but it fell short of a majority in Spain's 350-seat parliament.

The United States and Belarus are planning to exchange ambassadors after an 11-year freeze.

US Undersecretary of State for Political Affairs David Hale met with President Alexander Lukashenko on Tuesday in the Belarusian capital Minsk as the two sides look to patch up relations.

"Our meeting today marks an historic juncture in US–Belarus relations," the United States' number three diplomat said. "It is my honor to announce that we are prepared to exchange ambassadors as the next step in normalizing our relationship."

The United States recalled its ambassador to Minsk in 2008 after the former Soviet state ordered a reduction of diplomatic staff at the US Embassy in response to sanctions leveled by Washington against Belarus over its human rights record. Since then, both countries' embassies have been led by chargés d'affaires.

Mr Netanyahu called the snap vote after failing to form a governing coalition in the wake of an election in April.

Negotiations on the formation of a new coalition are expected to start as soon as the preliminary results come on Wednesday morning.

Speaking to supporters early on Wednesday, Mr Netanyahu said: "We've all been through a difficult election campaign.

"We are still waiting for the actual results but one thing is clear. The state of Israel is at a historical point, we faced great opportunities and great challenges."

Justin Trudeau has apologised for wearing brownface makeup to a party when he was a teacher in 2001, saying “it was a racist thing to do”.

A photograph of Trudeau dressed in a turban and robes with brown makeup on his face, neck and hands, was published by Time magazine on Wednesday. It was taken when he was 29, while working as a teacher at West Point Grey Academy.

“I apologise profoundly,” said Trudeau on Wednesday night after the photograph was published. “I regret it deeply. I’m deeply sorry I did that, I should have known better.”

“It was something I should not have done. I didn’t think it was racist at the time, but now I see, it was a racist thing to do.”

The picture appeared in the 2000-2001 yearbook for the West Point Grey Academy, where the son of the late former prime minister Pierre Trudeau, was teaching.

“In 2001, when I was a teacher in Vancouver, I attended an end-of-year gala, the theme was Arabian nights. I dressed up in an Aladdin costume and put makeup on. I shouldn’t have done it. I should have known better, but I didn’t and I’m really sorry,” Trudeau said.

Saudi Arabia has ramped up the pressure on Donald Trump to respond to a devastating strike on two major oil installations, displaying drone and missile technology it insisted showed the attack was “unquestionably sponsored by Iran”.

At a press conference in Riyadh a Saudi defence spokesman claimed that 25 drones and cruise missiles were used in the attack on the Aramco facilities on Saturday, saying repeatedly they had been fired from the north, the direction of Iran.

Asked for his response, Trump said “We know very much what happened” but argued that it was “a sign of strength” that he has thus far taken no military action against Iran.

“How did going into Iraq work out?” Trump asked, then added: “There’s plenty of time to do some dastardly things. It’s very easy to start. And we’ll see what happens.”

Robert O'Brien: Trump names new national security adviser

US President Donald Trump has named a new national security adviser to replace John Bolton.

Robert O'Brien has had a long career in foreign policy working for both main US parties and currently heads hostage negotiations at the State Department.

He is Mr Trump's fourth national security adviser.

As top adviser on national security, Mr O'Brien will be tasked with tackling everything from immigration policy to heightened tensions with Iran.

"Robert has been fantastic," Mr Trump said, praising Mr O'Brien's work with hostages. "We know each other well."

Mr O'Brien said it was a "privilege" to take on the role.

"We've got a number of challenges but there's a great team in place," he said. "I look forward to working with them and working with the president to keep America safe and continue to rebuild our military."

Mr O'Brien follows Mr Bolton, HR McMaster and Michael Flynn in the role, which does not require confirmation by Congress.

Israel election: Netanyahu and rival Gantz headed for deadlock

Mr Netanyahu is hoping to stay in power for a record fifth term.

The Israeli prime minister has called on his main rival, the former general Benny Gantz, to join him in a broad, governing coalition after Israel’s election ended with no clear winner.

A spokeswoman for Gantz, the leader of the Blue and White party, had no immediate response to the surprise offer from Benjamin Netanyahu. Gantz is due to speak at 2pm (1200 BST).

The change of strategy reflected the weakened position of Netanyahu, who heads the rightwing Likud party, after he failed again in Tuesday’s election – which followed an inconclusive ballot in April – to secure a parliamentary majority.

Netanyahu said: “During the election campaign, I called for the establishment of a rightwing government but to my regret, the election results show that this is impossible.

“Benny, we must set up a broad unity government, as soon as today. The nation expects us, both of us, to demonstrate responsibility and that we pursue cooperation.”

The Likud politician David Bitan told Israeli Army Radio: “Everyone will need to get off their high horse to prevent elections for the third time. Blue and White’s desire for a unity government under their terms will not work.”

Saudi Arabia oil attacks: US to send troops to Saudi Arabia

The US has announced plans to send forces to Saudi Arabia in the wake of attacks against the country's oil infrastructure.

Secretary of Defense Mark Esper told reporters the deployment would be "defensive in nature". Total troops numbers have not yet been decided.

Yemen's Iran-backed Houthi rebels have claimed the attacks against two oil facilities last week.

But the US and Saudi Arabia have both blamed Iran itself.

Earlier on Friday however, President Trump announced "highest level" sanctions against Iran while signalling he wanted to avoid military conflict.

"I think the strong person approach, and the thing that does show strength, would be showing a little bit of restraint," he told reporters in the Oval Office.

The fresh sanctions will focus on Iran's central bank and its sovereign wealth fund, Mr Trump said.

Climate protests: Marches worldwide against global warming

Millions of people around the world held a global climate strike on Friday, inspired by activist Greta Thunberg.

Protesters across continents waved placards and chanted slogans in what could be the biggest ever demonstration over global warming caused by humans.

"Our house is on fire", Ms Thunberg said at a rally. "We will not just stand aside and watch."

The day began in the Pacific and Asia and culminated in a massive demonstration in New York.

It comes ahead of a UN summit next week at the organisation's headquarters in Manhattan. Activists are demanding greater efforts be made at the meeting to tackle climate change.

Egyptians protest against President Fattah al-Sisi

Tear gas has been fired to disperse protesters in Egypt, at some of the first demonstrations since President Abdul Fattah al-Sisi took power in 2014.

Hundreds of Egyptians filled Tahrir Square in Cairo - a key site of the 2011 Egyptian Revolution - demanding his resignation.

Demonstrations also reportedly took place elsewhere around the country.

There have been some arrests, but other people remain on the streets.

The protests are in response to corruption allegations against President Sisi's government.

An Egyptian businessman and actor, Mohamed Ali, has posted a series of videos online accusing the leader of wasting millions on luxury residences and hotels while millions of Egyptians live in poverty. Egypt has pursued a policy of economic austerity in recent years.

President Sisi has dismissed the allegations as "lies and slander".

Israeli elections: Arab parties back Gantz to oust Netanyahu

Israeli-Arab lawmakers have recommended that the former army chief Benny Gantz should become prime minister.

Last week's election put the incumbent leader Benjamin Netanyahu neck and neck with Mr Gantz, and the two are now vying to build a governing coalition.

Joint List, the bloc of Arab parties that came in third, says it wants to oust Mr Netanyahu from power.

This is the first time since 1992 that an Arab political group has issued an endorsement for prime minister.

This was Israel's second general election of the year. After the first, in April, coalition talks fell apart and a snap poll was called.

Faced with yet another deadlock, Israel's president Reuven Rivlin has recommended the new government includes both Mr Gantz's Blue and White Alliance, and Mr Netanyahu's Likud party.

Mr Rivlin has said he will do everything he can to avoid a third general election in Israel this year.

Aymen Odeh, leader of Joint List, told President Rivlin the alliance's priority was to prevent Mr Netanyahu from serving another term.
