Catalan protests: Region's president urges immediate halt to violence

The president of Spain's Catalonia region has called for an immediate halt to violence, as protests continued for a third night.

"We condemn violence... This has to stop right now," Quim Torra said.

On Wednesday, protesters set up burning barricades and hurled projectiles at police in Barcelona, the capital of the autonomous region in the north-east.

Monday's sentencing of nine separatist leaders triggered protests in support of Catalonia's independence.

Protesters have reportedly been using an app known as Tsunami Democratic, which directs them to protest sites in Catalan cities.

The Spanish authorities say they are investigating who is co-ordinating the disruption.

Brexit: 'No deal tonight', UK government source says

A government source has told the BBC there will be "no deal tonight", as officials continue to work on the technical details in Brussels.

The UK and EU had been hoping to sign off a revised Brexit deal before Thursday's crunch EU council meeting.

Boris Johnson has been trying to get Tory Brexiteers and the DUP to back his revised plan for Northern Ireland.

The new draft Brexit deal has a mechanism enabling Northern Ireland to approve or reject the border plans.

This would give the Stormont Assembly the chance to vote on Brexit arrangements four years after the transition period ends in 2020.

The EU believes this replaces the controversial Northern Ireland backstop with arrangements that are sustainable over time and are democratically supported, as requested by the UK.

The backstop was designed to avoid a hard border on the island of Ireland after Brexit and involved the UK potentially retaining a very close relationship with the EU - staying in the customs union - for an indefinite period.

The legal text of the draft still has to be approved by the British government.

BBC political editor Laura Kuenssberg said she understood the issues between the UK, EU and Ireland were "pretty much sorted", but that DUP sources were warning there were still gaps between proposals and what the party could support.

Polish conservatives win vote, but lose Senate majority

The conservative Law and Justice (PiS) party has narrowly won Poland's legislative election, according to final results, falling short of the landslide victory it would have needed to overhaul the constitution.

PiS also retained 49 seats in the 100-member Senate, with opposition parties taking the slim 51-seat majority. But in the more powerful 460-member lower house, the Sejm, PiS held on to the 235 seats necessary to retain its majority.

Opposition leader Katarzyna Lubnauer tweeted that PiS' domination of the Senate was dead: "Thanks to the agreement of opposition parties, the opposition will have the majority."

With a majority in the Senate, the opposition can now block or delay PiS legislation and torpedo nominations to some of Poland's highest institutions, such as the civil rights ombudsman.

But Law and Justice leader Jaroslaw Kaczynski said that support from voters was a clear message for the party to continue pushing for its policies, such as a judicial overhaul that the EU condemned as a threat to the rule of law.

Budapest election: Hungary's Orban in shock defeat

Hungary's opposition has won the mayoral election in Budapest, ousting the ruling party incumbent.

Liberal challenger Gergely Karacsony defeated Istvan Tarlos, backed by Prime Minister Viktor Orban's right-wing Fidesz party.

The shock win represents the first major electoral blow to Mr Orban since he swept to power in 2010.

The opposition also made gains nationwide, winning in 10 out of 23 major cities voting.

In Budapest, opposition candidates won district mayoral posts as well, giving them a majority on the city council.

Centre-left and pro-European Mr Karacsony called his win "historic".

"We will take the city from the 20th Century to the 21st," he said. "Budapest will be green and free, we will bring it back to Europe."

Germany rules leave 5G network door open for Huawei

Chinese tech giant Huawei will not specifically be excluded from Germany's 5G network, according to a draft of regulationsreleased Tuesday on the safe construction and operation of the country's telecommunication networks.

The draft security guidelines from the Federal Network Agency include that network contractors and suppliers must provide prove they are trustworthy, and demonstrate, for example, that they will not transmit confidential information abroad.

The US and the EU have warned that Huawei technology could be used to open the door for China to spy on trade secrets and infrastructure. Huawei has always denied these accusations.

Nils Schmid, foreign affairs spokesperson for Germany's Social Democrats (SPD) said in an interview with the Rhein-Neckar-Zeitung newspaper, "It is a very big mistake that to allow a company under the influence of a state to be so easily involved in such a sensitive sector."

Germany's minister for energy and economy Peter Altmaier said Tuesday that 5G technology is the "critical infrastructure for the technology of the future" and the hardware and software Germany uses must have the "highest security standards."

New Brexit deal agreed, says Boris Johnson

A Brexit deal has been agreed between UK and EU negotiating teams before a meeting of European leaders in Brussels.

Prime Minister Boris Johnson tweeted: "We've got a great new deal that takes back control."

The two sides have been working on the legal text of a deal, but it will still need the approval of both the UK and European parliaments.

The DUP has cast doubt on its sign off, saying they still cannot support it.

The Northern Irish party earlier released a statement saying they could not back proposals "as things stand", and - after the PM's announcement - said their statement "still stands".

But European Commission President Jean-Claude Juncker said it was a "fair and balanced agreement".

Both he and Mr Johnson have urged their respective parliaments to back the deal.

Chilean president Sebastián Piñera announced on Saturday that he would reverse public transport fare hikes which had caused widespread protests in the country.

Piñera said in a national broadcast from the presidential palace in Santiago that he had listened “with humility” to “the voice of my compatriots” and to discontent over the cost of living in one of Latin America’s wealthiest yet most unequal nations. He also announced a working group to address their concerns.

Separately, the army imposed a curfew late on Saturday in parts of Santiago. Pinera had earlier announced a state of emergency in the capital as clashes with police continued and spread to other Chilean cities.

Recep Tayyip Erdoğan, the Turkish president, has said his country would “crush the heads” of Kurdish militants if they did not withdraw from a planned “safe zone” in northern Syria in time.

Speaking at an opening ceremony in the central Turkish province of Kayseri, Erdoğan said he would discuss the deployment of Syrian government forces in the safe zone during talks with Russia’s president, Vladimir Putin, next week, but warned Ankara would “implement its own plans” if a solution was not reached.

Following an intervention from the US, Turkey agreed on Thursday to pause its military offensive in north-eastern Syria for five days while Kurdish fighters withdrew from the safe zone.

Reports of Kurdish evacuation plans started to emerge on Saturday, with the Associated Press quoting senior Syrian Democratic Forces (SDF) official Redur Khalil as saying it planned to evacuate the town of Ras al-Ayn on Sunday. He said only after that would his forces pull back from a 120-km (75-mile) stretch between the towns of Ras al-Ayn and Tal-Aybad. He said he would also withdraw 30km (19 miles) from the border.

It is the first time Kurdish forces have publicly acknowledged they will withdraw from the border, saying they had coordinated it with the Americans. The agreement has not specified the area of its pullback.

Brexit: PM sends letter to Brussels seeking further delay

Boris Johnson has sent a request to the EU for a delay to Brexit - but without his signature.

The request was accompanied by a second letter, signed by Mr Johnson, which says he believes that a delay would be a mistake.

The PM was required by law to ask the EU for an extension to the 31 October deadline after losing a Commons vote.

EU Council President Donald Tusk tweeted that he had received the extension request.

He added he would now consult EU leaders "on how to react".

Hours after losing a crunch vote in a historic Saturday session in the House of Commons, the prime minister ordered a senior diplomat to send an unsigned photocopy of the request for a delay, which was forced on him by MPs last month.

The second letter from Mr Johnson - signed off this time - makes clear he personally believes a delay would be a mistake.

It says the government will press on with efforts to pass the revised Brexit deal agreed with EU leaders last week into law, and that he is confident of doing so by 31 October.

Canadians are heading to the polls to vote in a general election, with Prime Minister Justin Trudeau's Liberals hoping to hold on to their majority.

But that outcome appears unlikely as polls suggest the result of the vote is headed towards a hung parliament.

The Liberals have been deadlocked with their centre-right Conservative rivals.

Over 27 million people are registered to vote in the race for control of Canada's 338 seat House of Commons.

Approximately 4.7m Canadians voted in early polls last weekend, according to Elections Canada - a 29% increase from votes cast in advance in the 2015 general election.

Mr Trudeau's Liberals had a historic victory in that election, taking 184 seats.

LONDON (Reuters) - Russian hackers piggy-backed on an Iranian cyber-espionage operation to attack government and industry organizations in dozens of countries while masquerading as attackers from the Islamic Republic, British and U.S. officials said on Monday.

The Russian group, known as “Turla” and accused by Estonian and Czech authorities of operating on behalf of Russia’s FSB security service, has used Iranian tools and computer infrastructure to successfully hack in to organizations in at least 20 different countries over the last 18 months, British security officials said.

The hacking campaign, the extent of which has not been previously revealed, was most active in the Middle East but also targeted organizations in Britain, they said.

Paul Chichester, a senior official at Britain’s GCHQ intelligence agency, said the operation shows state-backed hackers are working in a “very crowded space” and developing new attacks and methods to better cover their tracks.

In a statement accompanying a joint advisory with the U.S. National Security Agency (NSA), GCHQ’s National Cyber Security Centre said it wanted to raise industry awareness about the activity and make attacks more difficult for its adversaries.

“We want to send a clear message that even when cyber actors seek to mask their identity, our capabilities will ultimately identify them,” said Chichester, who serves as the NCSC’s director of operations.
