Disinformation can have a ‘direct impact on public health and security,’ says report from European External Action Service.

Russian and Chinese "official and state-backed" actors are targeting audiences in the EU and its neighbourhood with misinformation and "conspiracy narratives" about COVID-19, according to a report from the European External Action Service's StratCom division.

The report, which is expected to be published today and has been seen by POLITICO's Brussels Playbook, states that Russian “official sources and state-controlled media and social media channels have been running a coordinated campaign … promoting false health information.” Particularly affected are “smaller media markets within and outside the EU” where “tech companies face lower incentives to take adequate counter-measures,” according to the report.

Misinformation emanating from China, appears to be aimed at improving the country's image. “China has continued to run a global disinformation campaign to deflect blame for the outbreak of the pandemic and improve its international image. Both overt and covert tactics have been observed,” the report said.

The authors say that false information about the pandemic is already having an impact. “A growing body of evidence suggests that coronavirus related disinformation can have [a] direct impact on public health and security,” they wrote.

StratCom was set up to counter disinformation and strengthen the media environment.

Medical experts are investigating a link between coronavirus and clusters of severe inflammatory disease among infants.

The health secretary has expressed his concern after some children in the UK have died from a rare inflammatory syndrome which has been linked to COVID-19.

Matt Hancock said a lot of research is being done on the new disease and "it is something that we're worried about".

Medical experts are investigating a possible link between the coronavirus pandemic and clusters of severe inflammatory disease among infants who are arriving in hospitals with high fevers and swollen arteries.

"There are some children who have died who didn't have underlying health conditions," Mr Hancock told LBC Radio.

"It's a new disease that we think may be caused by coronavirus and the COVID-19 virus, we're not 100% sure because some of the people who got it hadn't tested positive, so we're doing a lot of research now but it is something that we're worried about."

Mr Hancock added that while the disease is rare, it is "very significant" for children who do get it.

Northern Italy - one of the world's hardest-hit areas during the pandemic - has reported high numbers of children under the age of nine with severe cases of what appears to be Kawasaki disease, which is more common in parts of Asia.

The condition mainly affects children under five and symptoms include swollen lymph nodes, skin rashes, fever and in severe cases, inflammation of arteries of the heart.

Professor Anne Marie Rafferty, president of the Royal College of Nursing, said she had heard reports about the similarity between cases in infants and Kawasaki syndrome.

"Actually there's far too little known about it and the numbers actually at the moment are really too small," Prof Rafferty told Sky News.

"But it is an alert, and it's something that's actually being explored and examined by a number of different researchers."

Junior British interior minister Victoria Atkins said parents should be vigilant.

She told Sky News: "It demonstrates just how fast moving this virus is and how unprecedented it is in its effect".

Israeli Prime Minister Benjamin Netanyahu and his rival, Benny Gantz, announced that they signed a deal to form an "emergency" coalition government on Monday.

The deal between Netanyahu's conservative Likud Party and Gantz's centrist Blue and White Party ends a longstanding political deadlock, and means that Israelis won't have to hit the polls for the fourth national election in a year.

Terms of the agreement were not immediately announced in the joint statement issued by the parties, but local media said that it called for a three-year power-sharing deal, in which Gantz would take over for Netanyahu halfway through the three-year period.

"I promised the State of Israel a national emergency government that would work to save the lives and livelihoods of Israeli citiyen. I will continue to do everything for you citizens of Israel," Netanyahu said on Twitter soon after the deal was reached.

"We prevented a fourth election. We will maintain democracy. We will fight corona and take care of all Israeli citizens," Gantz wrote to his supporters.

German government bans Hezbollah — Interior Ministry

Authorities have designated Hezbollah a terrorist organization and banned its activity on German soil. Police are currently conducting raids on four associations linked to the Islamist group.

German Interior Minister Horst Seehofer on Thursday banned Hezbollah activities in the country, his ministry spokesman said on Twitter.

The police raids are focused on four mosque associations in Berlin, Dortmund, Bremen and Münster accused of belonging to Hezbollah.

Germany has also classified it as a terrorist organization.

(Reuters) - The Democratic primary for the U.S. state of Ohio’s third Congressional District has been won by incumbent Representative Joyce Beatty against Morgan Harper, a progressive first-time candidate who was previously a senior adviser at the Consumer Financial Protection Bureau.

Ohio held mostly mail-in primaries due to the coronavirus pandemic after voting originally scheduled for March 17 was delayed and in-person voting curtailed, as the outbreak further disrupted the U.S. election season.

The contest in the district, which includes most of the city of Columbus, saw a four-term incumbent Beatty, 70, facing a challenge from Harper, 36.

After 100% votes being reported and posted early on Wednesday, the results showed that Beatty won about 68% of the vote share with just under 44,000 votes, compared to Harper’s 32%.

Beatty had won the endorsement from the Franklin County Democratic Party while Harper was endorsed by Justice Democrats, a group that has backed progressive candidates in Democratic strongholds, including Representative Alexandria Ocasio-Cortez of New York.

With former Vice President Joe Biden the Democratic Party’s presumptive nominee, Douglas Kellner, one of two of the party’s commissioners on the New York State Board of Elections, said it would be “unnecessary and frivolous” to hold an effectively uncompetitive election in a state that is the epicenter of the U.S. coronavirus outbreak.

The state’s primary had already been delayed from late April to June 23.

The EU’s foreign affairs chief says China has a ‘different understanding of the international order.’

Europe has been "a little naive" in its relationship with China but its approach is becoming more realistic, said EU foreign affairs chief Josep Borrell.

China is as much an economic partner as it is a "systemic rival that seeks to promote an alternative model of governance," Borrell told France's Le Journal du Dimanche in an interview published Sunday. He added that because both China and the EU promote multilateralism, it puts them "on the same side." But this doesn't mean they share the same understanding of global governance, especially in times of crisis.


"We Europeans support effective multilateralism with the United Nations at the centre," the high representative on foreign affairs said. "China, on the other hand, has a selective multilateralism that wants, and is based on, a different understanding of the international order."

"We have to see what is behind the word," he said.

Borrell added that the coronavirus crisis has exacerbated the rivalry between the U.S. and China, as both powers blame each other for the spread of the pandemic. As such, he criticized U.S. President Donald Trump's view of multilateralism. "[He] sees it as a zero-sum game where America would have everything to lose. This view is false," he said.

But Borrell cast doubt on Trump's suggestion that the virus had been engineered in a Chinese laboratory — one that was contradicted by the president's own intelligence services. "One must always take the statements of the president of the United States with care," he said, adding that "a few days ago, he recommended that we drink disinfectant to fight the coronavirus."

In an interview with Reuters in the Oval Office on Wednesday, Trump talked tough on China and said he was looking at different options in terms of consequences for Beijing over the virus. “I can do a lot,” he said.

Asked whether he was considering the use of tariffs or even debt write-offs for China, Trump would not offer specifics. “There are many things I can do,” he said. “We’re looking for what happened.”

“China will do anything they can to have me lose this race,” said Trump. He said he believes Beijing wants his Democratic opponent, Joe Biden, to win the election to ease the pressure Trump has placed on China over trade and other issues.

“They’re constantly using public relations to try to make it like they’re innocent parties,” he said of Chinese officials.

The town hall, entitled “America Together: Returning to Work,” will air on FOX News Channel from Washington, D.C.’s Lincoln Memorial from 7 to 9 p.m. The network said Trump would answer viewer-submitted questions from 7:15 to 8:45 p.m.

Poland's governing parties reached an agreement on Wednesday to postpone the country's presidential election, which was due to take place on Sunday.

Jaroslaw Kaczynski, the leader of the ruling nationalist Law and Justice (PiS) party, and coalition partner leader Jaroslaw Gowin announced the move in a joint statement.

The two called the decision "a solution that will guarantee Poles the opportunity to participate in democratic elections.''

A new date for the election has not been set yet, but will be announced "as soon as possible."

"Having in mind Poles' safety, due to the epidemic, the elections will be held by postal vote," they said.

Venezuela's government said on Wednesday that two US nationals, captured in a failed raid against President Nicolas Maduro, will be brought to trial in the South American country.

Flynn was among the former aides to President Donald Trump convicted during the special counsel's investigation into Russian election interference.

He had pleaded guilty in 2017 to lying to the FBI about contacts with Russia's ambassador to the US.

Flynn had been seeking to withdraw his guilty plea.

The justice department's decision also follows criticism of the case by President Trump and his supporters.

Flynn, a retired Army three-star lieutenant general, left the White House in February 2017, just weeks after Mr Trump was sworn in.

Germany: Thousands of protesters slam isolation measures

Over 3,000 people rallied in Munich and thousands more gathered in Stuttgart and across Germany on Saturday to demand the lifting of restrictions ordered by the German authorities. Many of the protesters defied the guidelines which call for a limited number of participants and for social distancing to be maintained during such events.

The protesters accuse politicians and medical workers of spreading panic and infringing on the population's rights with the prolonged lockdown. Some of the rallies included anti-vaccination activists.

In Munich, police used loudspeakers to urge the protesters to minimize the infection risk. While the participants failed to heed the instructions, the police decided not to disperse the gathering "on the grounds of proportionality" as the participants were not violent. However, the authorities dispersed a separate right-wing demonstration which gathered around 25 people in the same city, according to the Germany's public broadcaster ARD.
