CHANTILLY, France/WASHINGTON (Reuters) - U.S. and Chinese officials spoke by telephone on Thursday as the world’s two largest economies seek to end a year-long trade war, with U.S. Treasury Secretary Steven Mnuchin suggesting in-person talks could follow.

Mnuchin and U.S. Trade Representative Robert Lighthizer spoke with their Chinese counterparts over the phone, Lighthizer’s office said on Thursday, following earlier comments by the Treasury secretary in an interview on the sidelines of the G7 meeting in Chantilly, France.

The United States and China have been embroiled in a tit-for-tat tariff battle since July 2018, as Washington presses Beijing to address what it sees as decades of unfair and illegal trading practices.

China has countered that any deal needs to be fair and equitable, leaving the two sides apparently still far from an agreement to end the back-and-forth that has roiled global supply chains and upended financial markets.

“Right now we’re having principal-level calls and to the extent that it makes sense for us to set up in-person meetings, I would anticipate that we would be doing that,” Mnuchin told Reuters.

Asked if Thursday’s call could lead to an in-person meeting, Mnuchin said: “It’s possible, but I’m not going to speculate on the outcome.”

Ukraine parliamentary vote: Fresh start or a U-turn?

Volodymyr Zelenskiy has managed to conquer Ukraine in barely seven months. The 41-year-old TV comedian announced he was making a presidential bid on New Year's Eve, and won the election in April with 73% of the vote.

Now, his party also looks likely to score a massive victory in Sunday's snap parliamentary election. The previously little-known Servant of the People party, named after a comedy series that featured Zelenskiy in the main role, is polling at between 41-52% in voter surveys — a record high. And only half the delegates to the Ukrainian parliament are elected from party lists. If direct mandates are also counted, Zelenskiy has good reason to hope for an absolute majority. Four other parties will also probably make it over the threshold of 5% needed to make it into parliament, but they are all lagging far behind.

In May, the new president dissolved parliament and brought forward by three months an election originally scheduled for the fall. His strategy seems to be working: The party is profiting from his high popularity ratings. Its formula is the same one he used for electoral success in April: Most of its members are young political newcomers without any connections with previous parties, which are extremely unpopular with many Ukrainians. One exception is the leader of the election campaign, Dmytro Razumkov, a 35-year political adviser who was once a member of former President Viktor Yanukovych's Party of Regions.

Tanker seizure: Jeremy Hunt warns Iran against choosing 'dangerous path'

Iran may be choosing a "dangerous path" of "illegal and destabilising" behaviour after its authorities seized a British-flagged tanker in the Gulf, the foreign secretary has said.

The Stena Impero's owners have been unable to contact the ship, which was surrounded in the Strait of Hormuz.

A senior Iranian diplomat has been summoned to the Foreign Office in London following the ship's seizure.

Iran said the vessel was "violating international maritime rules".

A second British-owned Liberian-flagged tanker, the MV Mesdar, was also boarded by armed guards but was released on Friday.

The tanker was surrounded by four vessels and a helicopter before heading into Iranian waters, Mr Hunt said.

He said "freedom of navigation must be maintained" and warned of "serious consequences" if the situation is not resolved quickly.

"We are not looking at military options," he added. "We are looking at a diplomatic way to resolve this situation."

Kosovo PM Haradinaj resigns over war crimes summons

Kosovo's prime minister has resigned after a war crimes court in The Hague summoned him for questioning as a suspect.

Ramush Haradinaj, 51, served as a rebel commander in the 1998-1999 Kosovo conflict, which eventually led to Kosovo declaring independence.

He said he stepped down so he could attend court as an ordinary citizen.

Mr Haradinaj, who denies war crimes charges, has been tried and acquitted twice at the UN tribunal.

"I received a call by the special court as a suspect and was offered to go as the prime minister or as an ordinary citizen of Kosovo," he told reporters on Friday. "I chose the latter."

"Responsibility now goes to the president to start consultations to set the date of the [general] election," he added.

Mr Haradinaj said he would be questioned next week.

Anger at UK spy tech sales to Hong Kong

The government approved the export of spying equipment to Hong Kong authorities just weeks before they launched a crackdown against activists, the Observer can reveal.

The revelation has been met with outrage from human rights groups who question whether the technology could end up being deployed against protesters.

As activists prepare to hold another mass demonstration against the government’s handling of a now-suspended extradition bill, the government’s official logs reveal that in the first quarter of this year the UK approved an export licence for £1.9m of “telecommunications interception equipment” to Hong Kong. This was just weeks before protests against the controversial proposed treaty with mainland China began in March. However, concerns about the Hong Kong authorities’ treatment of protesters date back to 2014 when they launched a crackdown on students campaigning against proposed changes to the electoral system.

Before the issuing of the current licence for interception equipment, the UK had approved three other licences for similar technology since the 2014 crackdown. The value of the three previous licences totalled £575,000.

“These licences need to be stopped now,” said Andrew Smith, of Campaign Against Arms Trade. “The Hong Kong authorities have a long and brutal record of cracking down on activists and punishing dissent. By selling them the means to spy on pro-democracy campaigners, the UK government has made itself complicit in these abuses.”

Last month the UN special rapporteur on freedom of opinion and expression, David Kaye, called for an immediate moratorium on the sale, transfer and use of surveillance technology. But the UK appears reluctant to sign up. “There was one licence issued to Hong Kong for telecommunications interception equipment in the latest quarter, for use in counter-terrorism, counter-narcotics, counter-trafficking operations and search and rescue operations,” said a spokeswoman for the Department for International Trade.

Philip Hammond plans to quit if Johnson becomes PM

Philip Hammond has told the BBC he intends to resign as chancellor if Boris Johnson becomes the UK's next PM.

He said a no-deal Brexit, something Mr Johnson has left open as an option, was "not something I could ever sign up to".

Asked if he thought he would be sacked next week, Mr Hammond said he would resign on Wednesday to Theresa May.

He said he intends to quit after Prime Minister's Questions but before Mrs May steps down.

Speaking on the BBC's Andrew Marr Show, Mr Hammond said it was important the next PM and his chancellor were "closely aligned" on Brexit policy.

Mr Johnson has said the UK must leave the EU by the new Brexit deadline of 31 October "do or die, come what may".

His leadership rival Jeremy Hunt has said a no-deal exit cannot be ruled out, but he is prepared to further delay Brexit if required to get a new withdrawal deal.

Mr Hammond said the situation "might be more complicated" if Mr Hunt wins the Tory leadership contest, but "all the polling" suggested Mr Johnson would succeed.

"That is what is likely to happen, and I'm making my plans accordingly", he said, adding he would wait until the result is announced on Tuesday to "see for sure".

Ukraine President Volodymyr Zelensky seeks power boost with snap election

Polling is taking place in Ukraine, with voters electing a new parliament.

Volodymyr Zelensky became president in a landslide victory in April but says he has so far been unable to appoint the ministers he wants.

The ex-TV star hopes this snap election, which he called after being sworn in, will consolidate his power and give a greater mandate for reform.

Mr Zelensky's Servant of the People party, named after the TV show he starred in, is expected to win the poll.

Asked by the BBC's Steve Rosenberg outside a polling station in Kiev just how important the election was, Mr Zelensky told him: "Maybe more important than the presidential election."

Polls suggest the second most popular party is the pro-Russian Opposition Platform - For Life, and that it is set to pick up votes in the east.

However, Mr Zelensky has ruled out working with it should he need to form a coalition. Instead he would rather partner with Holos (The Voice) - another new party led by rock star Svyatoslav Vakarchuk.

The president needs to share power with the Verkhovna Rada, Ukraine's parliament, which will form a government and nominate a prime minister.

Mr Zelensky told our correspondent that the "president, prime minister and parliament have to work together, just to make life happy for Ukraine".

He said the key issues were investment, democracy and safety.

Polling stations across Ukraine will close at 20:00 local time (17:00 GMT).

Japan's ruling LDP-Komeito coalition wins majority in Upper House

Prime Minister Shinzo Abe’s ruling coalition won a majority in the Upper House Sunday night as voters apparently put priority on stability in economic and social welfare policies.

The Liberal Democratic Party-Komeito ruling coalition’s control of the chamber gave Abe a win as it met the self-imposed “victory line” he set for the campaign.

According to Kyodo News, voter turnout was estimated at 49.42 percent as of 9 p.m., down 5.28 points from the previous Upper House election on 2016.

A low turnout rate probably means that opposition parties failed to drum up support from swing voters, a key element in recent national elections as more and more voters have become individualistic, dropping their loyalty to organizations they belong to.

Media projections showed the ruling coalition was set to surpass 63 seats, a majority of the 124 seats up for grabs. This, combined with 70 seats already controlled by the coalition in the uncontested half, would enable the bloc to retain a comfortable majority.

The Constitutional Democratic Party of Japan was projected to significantly increase its number of Upper House seats from its current 15, media projections showed.

Ukrainian President Volodymyr Zelensky's party is set to convincingly win a snap parliamentary election, consolidating his political power.

Exit polls suggest the Servant of the People party will have a majority in parliament - but will need a coalition partner to form a government.

Mr Zelensky triumphed in April's presidential poll - but has been unable to appoint the ministers he wants.

He has pledged to implement radical reforms and tackle rampant corruption.

Speaking outside a polling station after casting his ballot in Kiev earlier on Sunday, Mr Zelensky told the BBC's Steve Rosenberg that the snap election was "maybe more important than the presidential election".

Polling stations across Ukraine closed at 20:00 local time (17:00 GMT).

They say the Servant of the People will have about 44% of the vote, far more than each of the other four parties predicted to have cleared the 5% threshold to enter parliament.

Early official results - with 10% of the vote counted - give President Zelensky's party 41.5%, with the pro-Russian Opposition Platform - For Life party in second place with 12% of the vote. However, Mr Zelensky has ruled out any coalition with it.

日本同南非嘅一黨獨大問題唔係執政黨太強勢,而係反對黨太散。日本為例,日共,立民,國民,維新都各有支持,唔適合玩多選區制嘅選舉,相反執政聯盟方面自民黨吸右翼,公明黨吸左膠,唔會鬼打鬼。將來如果香港有公平選舉,民主派要注意吓。

其實自民黨得票係少咗,連super-majority 都無埋。自民黨依幾年親中都趕咗唔少老野轉投維新會,但反對派支持者唔肯互含,所以唔會夠已經變咗中間派嘅自民黨鬥。

President Volodymyr Zelensky is set to become the first Ukrainian leader since the fall of communism to command an overall majority in parliament.

Servant of the People, the party named after the TV sitcom that made him famous, has won 43.1% of the vote with almost 94% of results counted.

The party is on course to win 253 of parliament's 450 seats.

A decisive win for Mr Zelensky's party will make it easier for him to push through reforms and tackle corruption.

It will also be the best result by any party in Ukraine's post-1991 history.

Spanish PM Pedro Sanchez loses parliament approval vote

The Spanish Prime Minister on Tuesday lost in his first attempt to get parliamentary approval to lead a new government.

The leader of the socialist PSOE needed an absolute majority in the first-round vote to be confirmed as Prime Minister.

He will get another chance to get the necessary support in a second-round vote on Thursday. Unlike the first round, Sanchez will only require more "yes" than "no" votes for his government to be confirmed.

Sanchez hopes to achieve power with the support of the far-left Podemos party. But his refusal to offer Podemos leader Pablo Iglesias a senior post in the new government led to a breakdown in talks between Podemos and PSOE ahead of Tuesday's vote.

Iglesias said after the vote that he was still open to negotiating a deal.

Russia and South Korea spar over airspace 'intrusion'

Russia has strongly denied ever apologising for violating South Korean airspace, as the fall-out from an incident involving warplanes from four countries continues.

South Korea's presidential office earlier said a Russian official had expressed "deep regret" for Tuesday's aerial intrusion.

It says a Russian aircraft twice violated its territorial airspace during a joint exercise with China.

But Moscow denies any intrusion.

"We have seen statements in the South Korean media quoting words allegedly said by our acting military attaché," a spokesman for Russia's embassy in South Korea said, according to Interfax news agency.

"We have paid attention to these statements. In this connection we can speak for ourselves that there is a lot in them which does not correspond to reality."

South Korean jets fired nearly 400 warning shots and 20 flares on Tuesday near the Russian surveillance plane that both it and Japan said flew near disputed islands in the Sea of Japan, also known as the East Sea, that the two countries claim.

On Wednesday, South Korea's government said that a Russian official had admitted the violation on Tuesday, saying it was unintended and that Moscow would immediately launch an investigation into the case, which the official blamed on a "technical glitch".

"Moscow said if the aircraft flew according to an initially planned route, this incident would not have occurred," a spokesman for the presidential Blue House, Yoon Do-han, told reporters.

Meanwhile, China has defended the exercise, which was the first ever joint air patrol between it and Russia.

Boris Johnson: May bidding farewell before new PM takes office

Theresa May is delivering a farewell speech in Downing Street shortly before tendering her resignation to the Queen.

Earlier, she faced MPs' questions for the final time before Boris Johnson becomes prime minister.

Watched by her husband Philip, she looked visibly emotional as she left the Commons to a round of applause.

Mr Johnson will speak outside No 10 too, before announcing several senior cabinet appointments - sources say his top team will reflect "modern Britain".

He is expected to use the opportunity to increase the number of women in full cabinet positions and boost the representation of ethnic minorities.

At her final PMQs, Mrs May said she would continue as a constituency MP and was "looking forward to asking the questions" in future.

She said she was happy to hand over to a successor committed to delivering Brexit and creating "a bright future for this country".
