Three ministers resign to back Letwin amendment

MPs have backed cross-party plans to hold a series of votes to help determine the next steps in the Brexit process. The measure was passed by 329 votes to 302.

It means that MPs can take control of the agenda in the House of Commons on Wednesday when they are expected to vote on a series of different ways forward, known as indicative votes.

The amendment had been tabled by Conservative MP Sir Oliver Letwin and Labour MP Hilary Benn. Three ministers resigned from the government to vote for the proposal; Richard Harrington, Steve Brine and Alistair Burt.

In total, 30 Conservative MPs voted for the measure, with eight Labour MPs voting against.

Mali government dissolves militia after massacre

The Mali government disbanded the Dan Nan Ambassagou militia and fired high-ranking military officers on Sunday, a day after an attack killed more than 130 civilians in a Fulani village.

Malli Prime Minister Soumeylou Boubeye Maiga announced Sunday that high-ranking military officers had been fired and the Dan Nan Ambassagou militia was being disbanded following Saturday's attack on a Fulani village that killed more than 130 civilians.


"The protection of the population will remain the monopoly of the state," Maiga told reporters as he announced the appointment of new military leaders.


Survivors of the Saturday attack said ethnic Donzo hunters belonging to the Dan Nan Ambassagou militia conducted the raid on the village, located in central Mali.


An Ogossagou resident, who requested not to be identified, said the killings appeared to be in response to an al-Qaeda affiliate claim of responsibility on Friday for an attack last week that killed 23 soldiers.


Moulaye Guindo, the mayor of nearby Bankass, said Welingara, another Fulani village, had also been attacked, killing "a number" of people, but he did not know yet how many.


The assault on Ogossagou occurred as a UN Security Council mission in Mali was attempting to find solutions to the violence that killed hundreds of civilians last year and is now spreading across the Sahel region of West Africa.


Ongoing violence has been blamed on suspected Fulani support for jihadist groups such as al-Qaeda and ISIS as well as disputes about grazing cattle and accessing water on Donzo land.

Two Russian military planes landed at Venezuela's main airport on Saturday carrying a Russian defense official, nearly 100 troops, and 35 tons of equipment.

Two Russian military planes reportedly carrying approximately 100 soldiers and 35 tons of equipment landed on Saturday at Venezuela's main airport north of Caracas. Vasily Tonkoshkurov, a Russian general, was seen leading troops from one of the planes.


The two countries held joint military exercises in Venezuela three months ago, which President Nicolas Maduro described as a sign of their strong relationship.


Washington has criticized the increasing Russian presence in the region as it continues to support opposition leader Juan Guaidó.


Guaidó declared himself interim president in January, saying the reelection of Maduro last year was rigged while Maduro has continued to insist Guaidó is part of a US plot to overthrow him.


The Trump administration has imposed aggressive sanctions on the OPEC oil country in its effort to push Maduro from power while also urging Venezuelan military leaders to abandon him.


Maduro has resisted pressure to resign even as the country's economy has crashed, hyperinflation has increased, and 3 million people have fled to neighboring countries.


One of the two aircraft, a Russian Antonov AN-124 military cargo plane, reportedly left the Caracas airport on Sunday afternoon.

Germany establishes parliamentary assembly with France

A new Franco-German assembly met in Paris on Monday in their first biannual summit as French and German parliaments deepen relations.

The move aims to cement the special bond and influence the two countries traditionally have in the European Union.

A total of 100 members of parliament, 50 from Germany's Bundestag and 50 from France's lower house of parliament (Assemblée Nationale), took part in the joint parliamentary summit. Bundestag President Wolfgang Schäuble and Assemblée Nationale President Richard Ferrand marked the occasion by signing the founding act for the new cooperation.

Schäuble, a member of Chancellor Angela Merkel's Christian Democratic Union (CDU), said the new entity "underlines our commitment to place bilateral cooperation in a European context."

"Germany and France have a special responsibility for Europe," the Bundestag president said, adding that the new assembly "will neither impair nor abolish the sovereignty of either nation."

The mini-parliament was first proposed on the 55th anniversary of the Elysée Treaty, signed by French President Charles de Gaulle and West Germany's first chancellor, Konrad Adenauer, in 1963, in January 2018. Last week, German lawmakers approved the new assembly.

The new body is designed to "make proposals concerning Franco-German relations," according to its founding document. Schäuble gave two examples on Monday: common ground on security and defense policy and the development of a Franco-German economic area. However, it cannot make binding decisions nor does it have its own budget sovereignty.

The assembly is to also monitor the implementation of a new friendship treaty signed by Merkel and French President Emmanuel Macron at the end of January.

US President Donald Trump on Monday formally recognised Israeli sovereignty over the Israel-occupied Golan Heights, reversing decades of United State's policy.

The announcement came as Benjamin Netanyahu visited the White House in a trip the Israeli prime minister said he cut short after an early morning rocket, allegedly fired from the besieged Gaza Strip, struck a home in central Israel, wounding seven people.

Israel began striking Hamas targets in Gaza later on Monday, the Israeli military said. Hamas had earlier denied its movement was behind the overnight rocket.

Monday's decree formalised Trump's statement last week, saying it was time for the US "to fully recognise" Israeli sovereignty over the Golan. The move appeared to give Netanyahu a boost before the closely contested April 9 Israeli elections.

"This was a long time in the making," Trump said alongside Netanyahu in the White House.

"Today, aggressive action by Iran and terrorist groups in southern Syria, including Hezbollah, continue to make the Golan Heights a potential launching ground for attacks against Israel - very violent attacks," Trump said. "This should have been done numerous presidents ago."

Senior One Nation figures James Ashby and Steve Dickson have been caught seeking millions of dollars of political donations from US gun rights group the National Rifle Association in a bid to seize the balance of power and weaken Australia’s gun laws.

The revelations are contained in an al-Jazeera investigation which used hidden cameras and a journalist posing as a grassroots gun campaigner to expose the far-right party’s extraordinary efforts to secure funding in Washington DC in September.

The footage captures Dickson, the party’s Queensland state leader and formerly a Liberal-National minister in Queensland, and Ashby, Pauline Hanson’s chief of staff, endorsing NRA counter-attack lines in the event of a gun massacre.

The investigation is likely to damage One Nation both because the party was publicly supporting the proposed ban on foreign political donations at the time and because weakening gun laws has become even more politically toxic in the wake of the Christchurch terrorist attack.

The trade minister, Simon Birmingham, has seized on the revelations to argue One Nation is a “risk to Australia’s national harmony” and the ban on foreign donations. The expose adds fuel to an internal Coalition brawl about preferencing One Nation at the upcoming federal election.

The DUP now consider a long extension to Brexit to be preferable to the prime minister's deal, Sky News understands.

Some in the party believe if the prime minister is forced by MPs to request a longer extension, there may be a change of Conservative leader to someone who could force through a different deal.

The party has been in talks with deputy prime minister David Lidington over the government's offer of a "Stormont lock" to ensure new EU laws applied in Northern Ireland would be accepted by the rest of the UK under the backstop arrangements.

Algeria's army chief of staff has demanded President Abdelaziz Bouteflika be declared unfit to rule after weeks of protests against him.

The president has already agreed not to stand for a fifth term in upcoming elections, which have been delayed.

Demonstrators accuse the 82-year-old of a ploy to prolong his 20-year rule.

Talks have been set up to oversee the country's political transition, draft a new constitution and set the date for elections. But they do not yet have a date to start.

Lt Gen Gaed Salah - who is also deputy defence minister and seen as loyal to Mr Bouteflika - has previously said the military and the people had a united vision of the future, hinting at the armed forces' support for the demonstrators.

The European Parliament on Tuesday voted to approve a controversial new copyright law that hands more power to news publishers and record companies.

The deal brings measures that would make platforms such as YouTube and Facebook liable for copyrighted material on their sites one step closer to conclusion.

The draft law, which passed with 348 votes in favor, 274 against and 36 abstentions, means:
Social media platforms would have to ensure uploaded content is not in breach of copyright rules.

Companies will need licensing agreements with rights holders such as musicians, performers and authors to use their content.

The likes of Google News would have to pay publishers for press snippets shown in search results.

Non-profits and encyclopedias such as Wikipedia will still be able to use data for research and educational purposes.

Fledgling companies with an annual turnover below €10 million ($11.3 million) are exempt.

House fails to override Trump veto on border emergency

The House failed on Tuesday to override President Donald Trump’s veto of legislation blocking his national emergency declaration at the border, capping off a months-long congressional battle over the president’s signature issue.

Fourteen Republicans joined all Democrats on the 248-181 vote, far short of the two-thirds majority needed to overturn the first veto of Trump's presidency.

Now the fight over Trump's unilateral move to build a border wall will fall to the courts, where its fate is uncertain.

Democrats are expected to either file or join an existing lawsuit to stop Trump’s action, though leadership has been mum about their next legal steps. Their effort to overturn the emergency declaration, however, could help establish the will of Congress and bolster any legal challenges.

“The President’s lawless emergency declaration clearly violates the Congress’s exclusive power of the purse, and Congress will work through the appropriations and defense authorization processes to terminate this dangerous action and restore our constitutional system of balance of powers,” Speaker Nancy Pelosi (D-Calif.) and Rep. Joaquin Castro (D-Texas) said in a joint statement. “We will continue to review all options to protect our Constitution and our Democracy from the President’s assault.”

Still, the failure to block Trump’s veto hands the president and his party yet another win this week following special counsel Bob Mueller’s conclusion that Trump’s campaign did not collude with Russia to rig the 2016 election.

Unvaccinated children face public space ban in New York measles outbreak

(Reuters) - A New York suburb has banned children not vaccinated against measles from public spaces, such as schools and shopping malls, as it fights the state’s worst outbreak in decades of the potentially deadly disease.

Rockland County declared a state of emergency on Tuesday and said the ban would remain in place for 30 days or until unvaccinated children get the measles, mumps and rubella (MMR) shot.

The Rockland announcement follows measles outbreaks in California, Illinois, Texas and Washington and is part of a global resurgence of the viral infection, according to the U.S. Centers for Disease Control and Prevention.

“We will not sit idly by while children in our community are at risk,” County Executive Ed Day said in a statement. “This is a public health crisis, and it is time to sound the alarm.”
