Seven EU Countries Labeled ‘Tax Havens’ in Parliament Report

A committee of the European Parliament has found that seven of the European Union’s own member states — including Ireland, the Netherlands and Luxembourg — behave like tax havens.

Members of the European Parliament from across the political spectrum, including conservatives and socialists, reached their finding after a year-long inquiry, sparked by three International Consortium of Investigative Journalists projects — Luxembourg Leaks, Panama Papers and Paradise Papers.

Reporting by the International Consortium of Investigative Journalists and more than 100 media partners over the past five years used leaked data from accountancy and law firms to show how many of their largest clients — including global corporations such as Apple, GlaxoSmithKline, Nike, Disney, IKEA, Koch Industries, Allergan, Skype and others — secretly built complex operations in some of the EU’s smallest countries. These operations often served little or no commercial purpose other than to create tax avoidance opportunities across the rest of the continent and beyond.

The MEPs found that seven of the EU’s 28 member states — Belgium, Cyprus, Hungary, Ireland, Luxembourg, Malta and The Netherlands — “display traits of a tax haven and facilitate aggressive tax planning.”

These seven countries include some of Europe’s smallest nations, and together they account for less than 9 percent of the EU’s 512 million population. Among them, only Belgium and the Netherlands have populations over 10 million.

Nevertheless, a common appetite for facilitating tax avoidance has propelled some of these EU member states — including Luxembourg and the Netherlands — close to the top of the global per capita rich list, by some measures.

The parliamentary committee’s findings will put pressure on other EU institutions, including the European Commission and EU Council, which have so far refused to acknowledge that any of the EU’s member states are tax havens.

The subject is especially sensitive for European Commission president Jean-Claude Juncker, who, before taking office, served as prime minister of Luxembourg for almost two decades.

During that time, Juncker used controversial, business-friendly tax policies to transform the EU’s second smallest state from a fading steel-based economy into a popular regional hub for multinational businesses.

The extent of the secret tax advantages Juncker’s Luxembourg had offered global firms was revealed in ICIJ’s Lux Leaks investigation in 2014.

Releasing the European Parliament’s report, Petr Ježek, chair of the investigating committee, explained that the seven EU states singled out by the report had been able to act with effective impunity for years because they had the power to block meaningful tax reforms in the EU Council, where tax measures must be agreed unanimously by all member states.

“All the unanimity [requirements] in the Council, of course we can see it is the problem because some member states clearly profit from the uneven and unfair situation,” Ježek said. All MEPs on the committee shared “great concern” over EU countries “lack of political will” to tackle tax avoidance, evasion and financial crime.

As well as addressing tax avoidance, the committee produced a wide range of additional recommendations. One of its proposals was for the Commission to explore the possibility of setting up a dedicated financial police force and an EU-wide anti-money-laundering watchdog.

As for the future direction of international tax reform, the MEPs concluded that a global collaborative process, under the United Nations, should be pursued.

Other recommendations included: the phasing out of so-called “golden passports,” whereby non-EU citizens can acquire citizenship in exchange for large investments locally, and calls for the United States to better assist European tax authorities or face penalties.

The committee said whistleblowers and investigative journalists working in the area of tax avoidance and fraud should be offered better legal protections. The MEPs suggested greater financial rewards be offered to whistleblowers, recommending payouts similar to those on offer in the U.S.

U.S. deploys THAAD missile defense system to Israel

BERLIN (Reuters) - The U.S. military has deployed its most advanced air and missile defense system to Israel for the first time, U.S. and Israeli military officials said on Monday.

The deployment, which began in March, was intended to test the U.S. military’s ability to rapidly deploy such weapons around the world, said a spokeswoman for U.S. European Command.

Israeli Prime Minister Benjamin Netanyahu welcomed the arrival of the Terminal High Altitude Area Defense (THAAD) system as a sign of the U.S. commitment to Israeli security.

“The American THAAD system is considered among the most advanced systems in the world, and together with our defense systems, we are stronger in dealing with threats, close or distant, emanating from all areas of the Middle East,” he said.

The move comes amid increased tensions between Israel and Iran over Israel’s bombing campaign in Syria and comments in which Iran’s foreign minister said he could not rule out the possibility of military conflict between the two countries.

U.S. attorney general will not recuse himself from Mueller probe

WASHINGTON (Reuters) - U.S. Attorney General William Barr will not recuse himself from overseeing Special Counsel Robert Mueller’s investigation into Russian meddling in the 2016 election and possible links between U.S. President Donald Trump’s campaign and Moscow, a Justice Department spokeswoman said on Monday.

“Following General Barr’s confirmation, senior career ethics officials advised that General Barr should not recuse himself from the special counsel’s investigation. Consistent with that advice, General Barr has decided not to recuse,” Justice Department spokeswoman Kerri Kupec said.

Before his nomination for the attorney general post, Barr wrote a 19-page memo in which he argued that part of Mueller’s investigation into whether Trump had obstructed justice was “fatally flawed.” He shared the memo with Trump’s legal team and the Justice Department.

Later, in Senate confirmation hearings, Barr said he would allow Mueller to finish his inquiry and would make as many of its findings public as he can.. Mueller is widely expected to finish his investigation in the coming weeks.

Former attorney general Jeff Sessions, who Barr had been brought on to replace, had recused himself from overseeing the probe after he failed to disclose at his own confirmation hearing meetings he had held with the Russian ambassador.

Trump constantly publicly ridiculed and berated Sessions over his recusal.

Jane Philpott, one of Justin Trudeau's most trusted ministers, announced today she has resigned from cabinet as the Liberal government's crisis over the SNC-Lavalin affair deepens.

"I must abide by my core values, my ethical responsibilities and constitutional obligations," she said in a written statement.

"There can be a cost to acting on one's principles, but there is a bigger cost to abandoning them."

Trudeau later praised Philpott for her diligent work on crucial government files.

Philpott, the MP for Markham-Stouffville, said she has been considering the events that have shaken the federal government in recent weeks and, after "serious reflection," concluded she must quit.

She said the constitutional convention of cabinet solidarity means ministers are expected to defend all cabinet decisions and other ministers publicly, and must speak in support of the government and its policies.

Trump targets India and Turkey in trade crackdown

The US plans to end preferential trade status for India, under a scheme which allows certain products to enter the US duty-free.

President Donald Trump said India had failed to assure the US it would provide reasonable access to its markets.

India said the US move would have a "minimal economic impact".

The US will also end Turkey's preferential trade status, saying it no longer qualifies.

It is the latest US attempt to counter what it sees as unfair trade practices. Mr Trump has pledged to reduce US trade deficits, and has repeatedly criticised India for high tariffs.

As a result, he directed the US Trade Representative's (USTR) office to remove India from a programme that grants it preferential trade treatment.

Preferential trade treatment for India currently allows $5.6bn (£4.3bn) worth of exports to enter the United States duty free.

In a letter to Congress, the US president said India had "not assured the United States that it will provide equitable and reasonable access to the markets of India".

The changes may not take effect until at least 60 days after the notifications to Congress and the governments of India and Turkey.

Hillary Clinton rules out 2020 presidential run

Hillary Clinton has ruled out a second US presidential run in 2020.

"I'm not running, but I'm going to keep on working and speaking and standing up for what I believe," Mrs Clinton told New York's News 12 TV channel.

As the Democratic candidate in 2016, Mrs Clinton was widely expected to become the first female US president, before a shock defeat by Mr Trump.

Asked by News 12 if she would run again for any public office in future, she said: "I don't think so."

The interview is the first time Mrs Clinton has definitively rebutted speculation that she might take on Mr Trump again in 2020.

ALGIERS (Reuters) - Thousands of Algerians took part in renewed protests in the capital and other cities on Tuesday, calling on President Abdelaziz Bouteflika to step down and rejecting his offer to not serve a full term after elections in April.

“Game over” read one poster. “System - go away”, said another.

The protests appear to lack leadership and organization in a country still dominated by veterans of the 1954-1962 independence war against France, including Bouteflika.

But the unrest still poses the biggest challenge to the ailing leader and the ruling elite made up of the ruling party, businessmen, the military and security services.

On Tuesday, hundreds of students protested in cities including Constantine, Annaba and Blida.

Ministers will resume efforts later to secure legally-binding changes to Theresa May's Brexit deal that might get MPs' backing in a week's time.

Brexit Secretary Stephen Barclay and Attorney General Geoffrey Cox will meet EU officials in Brussels in search of guarantees over the backstop plan to avoid border checks in Ireland.

Mr Cox has dismissed reports he has given up on securing a firm end date to ensure the UK is not stuck.

Separately, Scottish and Welsh politicians are joining forces in an attempt to force the prime minister to change her position on Brexit. For the first time since devolution 20 years ago, they will debate the same motion, at the same time.

Leading Brexiteers are hoping Mr Cox will be able to change his legal advice to satisfy them that the backstop - a controversial plan which will see the UK aligned with EU customs rules until the two sides' future relationship is agreed or alternative arrangements worked out - will not endure indefinitely.

They have set a number of tests for the government's chief law officer and other ministers ahead of next week's votes.

House Democrats open sweeping corruption probe into Trump’s world

A key House committee with the power to impeach President Donald Trump kicked off a sweeping investigation on Monday, demanding documents from the White House and Trump’s namesake company, charity, transition team, inauguration and 2016 campaign, as well as several longtime associates and the president’s two adult sons.

Judiciary Chairman Jerry Nadler (D-N.Y.) opened his much-anticipated probe with letters to 81 people, companies and government entities, seeking a wide range of materials that go to the heart of allegations against the president — including abuses of power, corruption and obstruction of justice.

Trump’s White House, as well as former top aides including chief of staff Reince Priebus, counsel Don McGahn, deputy national security adviser K.T. McFarland, communications director Hope Hicks and press secretary Sean Spicer, must also hand over documents tied to several incidents that have long been seen as central to the federal investigations swirling around the president, his campaign and Russian interference in the 2016 presidential election.



“This is a critical time for our nation,” Nadler wrote to each recipient, all of whom, his staff noted, have already been ensnared in investigations by special counsel Robert Mueller or other federal prosecutors. “President Trump and his administration face wide-ranging allegations of misconduct that strike at the heart of our constitutional order.”

By initiating the wide-ranging demand for documents, the Judiciary Committee signaled it is creating its own insurance policy in the event that all of Mueller’s findings are not made public and it finds the kinds of evidence that would be grounds for removing Trump from office. Public hearings and closed-door interviews based off the materials will begin in a matter of weeks, a senior Democratic committee lawyer said.

The list of letter recipients reads like a who’s who of people in and around the president’s orbit — notably all of Trump’s senior 2016 campaign leaders, including Corey Lewandowski, Paul Manafort, Steve Bannon, Jared Kushner and Brad Parscale, the campaign manager for Trump’s 2020 reelection effort.

Venezuela crisis: Maduro vows to defeat 'crazed minority'

Venezuela's President Nicolás Maduro has vowed to defeat a "crazed minority" that wants to remove him from power.

In a challenge to opposition leader Juan Guaidó, he has called for "anti-imperialist marches" on Saturday to coincide with anti-government protests.

Mr Maduro's comments were the first since Mr Guaidó defied him and returned to the country on Monday.

Meeting trade union leaders, Mr Guaidó told public workers to defy management orders and observe a partial strike.

As head of the opposition-led National Assembly, Mr Guaidó proclaimed himself Venezuela's interim president in January after the legislature declared Mr Maduro's re-election last year illegitimate.

House Democrats plan to formally demand President Donald Trump’s tax returns in about two weeks, a key lawmaker said Tuesday.

They intend to seek his personal tax returns covering a decade, but will not at this time request his business filings, said Rep. Bill Pascrell (D-N.J.), a senior member of the House Ways and Means Committee.

“We’re almost ready to go,” said Pascrell, who’s led a push among lawmakers to use an arcane law to unmask Trump’s tax returns.

A 1924 law allows the heads of Congress’ tax committees to examine anyone’s confidential tax filings. Lawmakers can also vote to make those returns publicly available, experts say.

“The chairman will be ready in two weeks to send his letter,” Pascrell said. “And I volunteered to deliver it.”

March 5 (UPI) -- More than 76,103 undocumented migrants crossed into the United States from Mexico last month, Customs and Border Protection said Tuesday, the highest monthly figure for February in 12 years.

The figure represents a 107 percent increase over the number of migrants who either presented themselves to authorities at legal ports of entry or were detained by Border Patrol agents over the same time period in 2018.

In addition to being the highest February figure since 2007, it's the highest monthly figure since Donald Trump was elected president.

Of the undocumented migrants who crossed in February, more than 60 percent were unaccompanied minors or members of a family unit, a more than 300 percent increase over February 2018. The majority are from Guatemala, Honduras and El Salvador.

A vote on a resolution condemning anti-Semitism in response to controversial comments by Rep. Ilhan Omar is set to slip past Wednesday amid intensifying pressure from the left both inside and outside the Democratic Caucus.

Speaker Nancy Pelosi and House Majority Leader Steny Hoyer announced in a closed-door meeting Tuesday that the vote would now likely happen Thursday and be updated to include language rejecting anti-Muslim bias.

“People are working through the draft. Not everyone has seen the draft,” said Caucus Chairman Hakeem Jeffries (D-N.Y.). “I support the notion that we need to respond and we’re figuring out the appropriate way to respond.”

The debate over if — and how — to reprimand Omar for describing pro-Israel advocates’ “allegiance to a foreign country” has exposed sharp divides within the caucus along generational, religious and ideological lines.

The resolution is being taken up after senior Democrats, including some prominent Jewish lawmakers like Reps. Eliot Engel and Nita Lowey of New York, have publicly criticized Omar and demanded she apologize. But an array of prominent liberal allies like Rep. Alexandria Ocasio-Cortez (D-N.Y.) and outside progressive groups have rallied to the Minnesota Democrat's defense.

Billionaire Michael Bloomberg announced Tuesday he would not run for president in a crowded Democratic primary where he had little chance, and instead would focus on helping his party win back the White House and Senate by spending hundreds of millions of dollars.

“I am clear-eyed about the difficulty of winning the Democratic nomination in such a crowded field,” Bloomberg wrote in an op-ed published on his eponymous news organization’s website.

“I’ve come to realize that I’m less interested in talking than doing,” Bloomberg said. “And I have concluded that, for now, the best way for me to help our country is by rolling up my sleeves and continuing to get work done.”

Bloomberg is prepared to spend at least $500 million from his own pocket to deny President Donald Trump a second term, his top political advisor Kevin Sheekey told POLITICO last month, with the intention of running an unprecedented data-heavy campaign designed to operate as a shadow political party for the eventual Democratic nominee.

The effort is already under way, according to Bloomberg advisor Mitch Stewart, who led President Obama’s battleground efforts in 2012. The focus is on registering new voters, persuading already registered voters to support the eventual Democratic nominee and figuring out how to get the Democratic base to the polls.

WASHINGTON (Reuters) - North Korea has restored part of a missile launch site it began to dismantle after pledging to do so in a first summit with U.S. President Donald Trump last year, South Korea’s Yonhap News Agency and two U.S. think tanks reported on Tuesday.

Yonhap quoted lawmakers briefed by South Korea’s National Intelligence Service (NIS) as saying that the work was taking place at the Tongchang-ri launch site and involved replacing a roof and a door at the facility.

Satellite images seen by 38 North, a Washington-based North Korea project, showed that structures on the launch pad had been rebuilt sometime between Feb. 16 and March 2, Jenny Town, managing editor at the project and an analyst at the Stimson Center think tank, told Reuters.

The Center for Strategic and International Studies released a report, also citing satellite imagery, that concluded North Korea is “pursuing a rapid rebuilding” at the site.

Trump dealt blow as US trade deficit jumps

The US trade gap with the rest of the world jumped to a 10-year high of $621bn (£472.5bn) last year, dealing a blow to President Donald Trump's deficit reduction plan.

The trade deficit is the difference between how much goods and services the US imports from other countries and how much it exports.

Reducing the gap is a key plank of Mr Trump's policies.

But in 2018, the US exported fewer goods compared with how much it bought.

Mr Trump claims that the US is being "ripped off" by other nations and wants countries to lower their tariffs on US goods and buy more of them.

However, official data shows that while exports of US goods and services rose by $148.9bn last year, imports jumped by $217.7bn.

It means that the gap is the widest since 2008, when the global financial crisis hit and the US fell into recession.

The deficit in goods and services during December also hit a near 10-year high of $59.8bn.

Exports to the rest of the world fell 1.9% to $205.1bn, while imports rose by 2.1% to $264.9bn.
