其實 Establish 呢條問題唔係咁簡單，因為1982年或之前的出世紙其實係無呢個欄位，要查返 British Nationality Act 1981 生效之前係點

所以所有1982年或之前香港出生當時無須判斷香港本土人士身份（83年版出世紙用語），全部都可以拎BDTC
