2. He had taken this decision thanks to the mediation of the Basque president, who had assured him that the Spanish government would not suspend Catalan self-government if there were elections.
3. Catalan president was to make a speech at 2:30 p.m. to call for elections, but Madrid hasn't promised to suspend Article 155, so he he has decided to suspend the speech.
