yes- most larger cities may give a slight preference to local U grads.
When I joined PW Toronto office 41 years ago, out of the 80 students hired, 70 were from U of Toronto.

My wife was the senior manager of her firm she preferred grad from local U, USA, HK. However her best staff was from HKU and the worst was from U of Toronto.

我嚟緊會去Toronto 想問下developer呢類工 啲公司係唔係都會睇local work experience？

I learn a lot from younger people. I used to teach my staff to perform tax audit. However, I found out I learned a lot from them too. Most of the auditors I trained are now in very senior position within the tax department. I told them "listening" to what their junior says. By put ting themselves in their position when making decisions will reduce a lot of conflicts and increase the trust level between him/her and their staff.
Some did take my advice and most didn't give a damn.
