If you got a Hong Kong driving licence by passing a driving test in Hong Kong, you can exchange your Hong Kong driving licence to an UK one without test once you arrived in the UK.
Once you have your British Citizen passport, you can move to the UK at any time you wanted. If you have a wife / husband / child who is not a British or European Union citizen, you will need to get the correct visas for them before moving to the UK.
As a British Citizen coming back to the UK to settle, you are entitled to the National Health Service (NHS) as soon as you arrived. However, you cannot get any social welfare benefit until you lived in the UK for at lease three months.
