Labor senator Sam Dastyari has said he will not return to the Senate next year, amid questions over his links to China.

"Today, after much reflection, I've decided that the best service I can render to the federal parliamentary Labor Party is to not return to the Senate in 2018," he told reporters at a media conference in Sydney today.

"I've been guided by my Labor values, which tell me that I should leave if my ongoing presence detracts from the pursuit of Labor's mission.

"It is evident to me we are at that point, so I will spare the party any further distraction."

The EU could scrap a divisive scheme that compels member states to accept quotas of refugees, one of the bloc’s most senior leaders will say this week.

The president of the European council, Donald Tusk, will tell EU leaders at a summit on Thursday that mandatory quotas have been divisive and ineffective, in a clear sign that he is ready to abandon the policy that has created bitter splits across the continent.

Tusk will set a six-month deadline for EU leaders to reach unanimous agreement on reforms to the European asylum system, but will propose alternatives if there is no consensus.

Akayed Ullah: New York bombing suspect charged

Suspected New York City bus terminal bomber Akayed Ullah has been charged with terror offences, police say.

The 27-year-old Bangladeshi immigrant was wounded in the attack at the Post Authority Bus Terminal in Manhattan on Monday morning.

Mr Ullah is reported to be in a serious condition in hospital after suffering burns when a crude device that was strapped to his body exploded.

Three other people suffered minor wounds in the blast during rush hour.

David Davis’s claim that the UK’s concessions in an agreement to move on the Brexit negotiations were merely a statement of intent has damaged trust and will see a hardening of positions in Brussels, the European parliament’s coordinator, Guy Verhofstadt, has said.

The former Belgian prime minister claimed the Brexit secretary’s comments over the weekend were “unacceptable”, and undermined confidence in the British government’s trustworthiness.

The member states will now agree a tougher wording in their guidelines about the next stage of the talks, due to be signed off at a summit of leaders on Friday, Verhofstadt said.

The Senate confirmed a judicial nominee on Tuesday who was rated as "not qualified" by the American Bar Association (ABA).

Senators voted, 50-48, to confirm Leonard Steven Grasz's nomination to be a circuit judge for the 8th Circuit Court of Appeals.

Grasz was widely expected to be confirmed, though Republicans were forced to hold open a procedural vote on his nomination for roughly an hour and a half Monday night as they waited for a GOP senator to show up and break a potential tie.

Democrats have slammed Republicans for moving forward with Grasz's nomination despite the ABA rating him "not qualified."

Grasz was the second of Trump's judicial nominees to receive a "not qualified" rating from the ABA.

Surveillance firms spied on campaign groups for big companies, leak shows
