Here are the four pillars of our plan.

For the first time in decades, the Black Sea will once again be patrolled by a Romanian navy submarine.

The announcement was one of the first acts of Mihai Fifor, the incoming Minister of Defence and was the most noteworthy of a series of measures designed at modernising the country's military.

Due to “Russia’s extremely aggressive presence in the region, Romania needs to beef up its naval capabilities. The Nato Alliance is fully aware of the importance the Black Sea represents for all of its members,” Defence Minister Fifor said as he announced the decision.

Taliban fighters, whom US-led forces spent billions of dollars trying to defeat, are now openly active in 70% of Afghanistan, a BBC study has found.

Months of research across the country show how areas the Taliban threaten or control have surged since foreign combat troops left in 2014.

The Afghan government played down the report, saying it controls most areas.

But recent attacks claimed by Taliban and Islamic State militants have killed scores in Kabul and elsewhere.

Yemen separatists capture most of Aden, residents say

Yemeni separatists have taken almost full control of the southern port city of Aden after days of fighting with government forces, residents say.

PM Ahmed bin Daghar and members of his cabinet are believed to be holed up inside the presidential palace in Aden.

There are reports of talks between the southern separatists and government forces, who were previously allies.

The fighting opens up a new front in Yemen, splitting the alliance against Houthi rebels in the north.

It has already led to the deaths of 40 people since Sunday, the Red Cross says.

The separatists are also reported to have also seized Aden's military bases.

The ousted Catalan president, Carles Puigdemont, has admitted privately that his attempt to secure regional independence is over and claims he has been sacrificed by his own side, according to messages sent to a colleague and captured by TV cameras.

On Wednesday, a Spanish TV show published messages that Puigdemont had sent to his former health minister Toni Comín while the latter was at an event in Leuven, Belgium, the previous evening. They mention “the last days of republican Catalonia” and suggest the deposed leader is preparing to abandon his attempt to return to office.

“I guess you’ve realised that this is over,” reads one. “Our people have sacrificed us. Or at least me.” It goes on to refer to the pro-independence Catalan MP Joan Tardà, who suggested at the weekend that Puigdemont could step aside to allow another candidate to become president: “You will be ministers (I hope and wish) but I’ve already been sacrificed just like Tardà said.”

Another says: “The [Spanish government’s] plan has won” before expressing the hope that the victory will lead to the release of the four Catalan leaders in prison.


He confirmed on Wednesday morning that he had sent the messages, but insisted he was still the best candidate to represent the Catalan people.

Government sources confirmed that the UK did not sign a memorandum of understanding giving Britain’s official endorsement to the $900bn Belt and Road Initiative, a personal project of the president, Xi Jinping.

Critics have said the project is designed to pull other countries in the region deeper into China’s sphere of influence, and that it could give unfair preferential treatment to Chinese contractors.

The FBI said on Wednesday it had “grave concerns” about Donald Trump’s apparent intention to release a memo said to contain classified information about the bureau’s investigation into one of the president’s campaign aides.

After both Trump and the House speaker, Paul Ryan, made public statements supporting the so-called Nunes memo’s release, the fight over its fate took an extraordinary twist with the FBI’s highly unusual statement, which was ultimately attributable to the bureau director, Christopher Wray, Trump’s own appointee.

The clash between Wray and Trump is only the latest flare-up in what officials warn is an increasingly dangerous showdown between the White House and justice department, with a cycle of firings and retaliatory leaks potentially culminating in a spectacular firing or similar move by Trump that could threaten a constitutional crisis.

Nunes issued a combative statement in reply, accusing the FBI of “surveillance abuses” and dismissing what he called the bureau’s “spurious objections” to the release of the memo. However, Nunes opposes the release of a parallel memo written by Democrats.

David Feeney has announced his immediate resignation as federal MP for Batman, saying Labor needs a candidate who can "give 150 per cent" and that on reflection he does not believe he can do that.

Poland's Senate passes controversial Holocaust bill

Poland's Senate has approved a controversial bill that makes it illegal to accuse Poles of complicity in the Nazi Holocaust.

The bill also prohibits describing Nazi death camps in Poland as Polish. It sets fines or a maximum three-year jail term as punishment.

The proposal caused a weekend rift with Israel, which accuses Poland of attempting to change history.

The bill must be signed off by the president before entering into law.

It passed in the upper house of the Polish parliament with 57 votes to 23, with two abstaining, according to AFP news agency.

CAS has upheld 28 and partially upheld 11 of the 39 Russian appeals to have their lifetime Olympic bans overturned. The news is a big blow to the IOC.

The Court of Arbitration of Sport (CAS) has delivered a hammer blow to the International Olympic Committee by upholding or partially upholding appeals from 39 Russian athletes against Olympic life bans.

The IOC banned the Russians for doping breaches at the Sochi Winter Games in 2014 after an independent report said there was a state-run doping program in Russia. But CAS has ruled that the IOC processes were not rigid enough.

US designates Hamas leader Ismail Haniyeh an international terrorist

The United States placed the head of the Palestinian militant group Hamas, Ismail Haniyeh (pictured), on a terrorist blacklist on Wednesday.

"Haniyeh has close links with Hamas' military wing and has been a proponent of armed struggle, including against civilians," the US State Department said, adding that he had been involved in terrorist attacks targeting Israelis and Americans.

The decision bars the 55-year-old from financial transactions with American citizens and companies and freezes any assets he may have in the United States.

The State Department on Wednesday also blacklisted the Gaza-based militant group Harakat al-Sabireen and two Egyptian organizations: Liwa al-Thawra and HASM.

The bill, formulated by MKs from the coalition and the opposition – Itzik Shmuly (Zionist Union), Yair Lapid (Yesh Atid), Robert Ilatov (Yisrael Beytenu), Nurit Koren (Likud) and Bezalel Smotrich (Bayit Yehudi) – seeks to amend the Law for Defense Against Holocaust Denial to state that denying or minimizing the involvement of the Nazi’s helpers and collaborators will also be a crime.

In addition, the amended law would provide legal aid to any Holocaust survivors and educators taking students to death camps who face foreign lawsuits because they recounted what happened in the Holocaust.
