[South America] Brazil expels Venezuela's most senior diplomat

Brazil has declared Venezuela's most senior diplomat in Brazil, Gerardo Delgado, as persona non grata.

The move came days after Venezuela's decision to expel Brazil's own ambassador to Caracas, Ruy Pereira.

Explaining its decision, Venezuela said Brazil had acted illegally in impeaching its former left-wing president, Dilma Rousseff.

On Saturday, Venezuela also expelled Canada's charge d'affaires, accusing him of interfering in internal affairs.

Canada's foreign ministry retaliated on Monday, announcing that ambassador Wilmer Barrientos Fernández, who was already abroad, would not be allowed to return.

Venezuela's charge d'affaires, Ángel Herrera, was also asked to leave.

Medical evacuations have begun from the Syrian rebel-held enclave of Eastern Ghouta to Damascus, the International Committee of the Red Cross (ICRC) in Syria said on Wednesday.

Almost 400,000 people in Eastern Ghouta are besieged by forces loyal to President Bashar al-Assad, and the United Nations has pleaded for his government to allow evacuation of around 500 patients, including children with cancer.

The Syrian American Medical Society (Sams) said four patients were taken to hospitals in Damascus, the first of 29 critical cases approved for medical evacuation, and the remainder would be evacuated over the coming days.

Germany's domestic security agency has identified a terror network made up of Islamist women. Female extremists are becoming increasingly common, as they aim to fill the gap left by their detained husbands.

German intelligence services said on Tuesday that they had identified an Islamist terror network made up of around 40 women in North Rhine-Westphalia, Germany's most populous state.

Burkhard Freier, the head of the North Rhine-Westphalian Office for the Protection of the Constitution (BfV), told Germany's Frankfurter Allgemeine Zeitung newspaper that the network followed a strict Salafist doctrine — from how to raise children and cooking ingredients, to how to interpret the rules of Islam and stir up hatred against so-called "non-believers."

The result, Freier said, could be something "much more difficult to dissolve, namely Salafist pockets within society."

Russia has announced plans to dramatically expand its naval facility in Tartus and air base at Hmeimim, Syria. The deal will see Russia keep 11 warships off Syria's Mediterranean coast, including nuclear vessels.

Russia's upper house of parliament voted on Tuesday to extend the military's lease of its naval base in Tartus, Syria, by a further 49 years.

Following the vote, Russia's Defense Minister Sergei Shoigu announced plans to drastically expand the Mediterranean naval facility, creating space to keep 11 warships, including nuclear vessels.

Russia announced partial troop withdrawal

Russia has kept a military presence at Tartus since the 1970s and maintained close relations with Syria following the breakup of the Soviet Union.

More recently, Russia has since 2015 been the main military backer of Syrian President Bashar al-Assad during country's long and multipronged civil war. Russia's air campaign against Syrian rebel groups and so-called "Islamic State" (IS) militants were the deciding factor in turning the tide of the Syrian civil war in Assad's favor.

Spain has announced it will begin to pull out police reinforcements sent to Catalonia ahead of the region's contested October independence vote. As many as 10,000 additional officers are thought to have been deployed.

The Spanish government on Tuesday announced that it had begun pulling out police reinforcements from Catalonia, almost three months after they were sent to halt an independence referendum that the Constitutional Court had declared illegal.

Spain's Interior Ministry and the Spanish police union said the withdrawal should be completed by Saturday.

A secessionist push in Cameroon’s English-speaking regions is on the brink of a full-blown revolt, threatening political stability in a country ruled by one of Africa’s longest-serving leaders.

Following a crackdown on independence supporters who tried to raise flags on government buildings in the central African nation’s English-speaking regions in October, at least 16 members of the security forces have been killed in attacks the government blames on the activists. This month a mob of 200 men besieged a paramilitary police station, according to the government.

It marks a dangerous turn in the crisis that began about a year ago with peaceful protests against the French language’s dominance in courtrooms and schools. Attacks on the military “presented those activists who were against armed combat before with a fait accompli -- those who want to take up arms now have the upper hand,” said Hans De Marie Heungoup from the International Crisis Group. “There’s a real risk of rebellion that could make the Anglophone regions ungovernable.”

[Burma] Myanmar Rohingya crisis: Reuters reporters stay jailed

Two Reuters journalists working on coverage of the Rohingya crisis in northern Myanmar have been remanded in custody for two more weeks.

Wa Lone and Kyaw Soe Oo were detained on 12 December after meeting police officers offering them information.

They are charged with illegally obtaining information, but Reuters has called for their release and says they were simply doing their jobs.

The two will now be held at Insein prison in Yangon (formerly Rangoon).

Wa Lone, 31, and Kyaw Soe Oo, 27, were previously in custody in a police compound.

They have been charged under the Official Secrets Act, introduced under British colonial rule. It allows a maximum 14-year jail term.

The government says the two "illegally acquired information with the intention to share it with foreign media". They had been invited to dinner with the police officers.

[US] Snow emergency in US town after huge storm

A heavy storm has brought a record amount of snow to the US city of Erie on Christmas Day, forcing officials to declare a state of emergency.

A total of 34in (86cm) of snow blanketed the city and surrounding areas in the Pennsylvania state.

There was no respite on Boxing Day, with meteorologists registering a grand total of 60in over the two-day period.

Police warned motorists that "roads are dangerous and impassable", with a number of closures reported.

More snow is forecast on Wednesday.

The officials say the heavy snowstorm is the result of lake-effect snow - when cold air combines with lake water.

Russian deputy prime minister Dmitry Rogozin said on Wednesday the loss of a 2.6bn-rouble ($45m) satellite launched last month was due to an embarrassing programming error.

Russian space agency Roscosmos said last month it had lost contact with the newly launched weather satellite – the Meteor-M – after it blasted off from Russia’s new Vostochny cosmodrome in the country’s far east.

Speaking to Rossiya 24 state TV channel, Rogozin said the failure had been caused by human error. The rocket carrying the satellites had been programmed with the wrong coordinates, he said, saying it had been given bearings for take-off from a different cosmodrome – Baikonur – which Moscow leases from Kazakhstan.

The shrapnel-laden homemade explosive device wounded at least 10 people in St. Petersburg, Russia's second city. Russia is on high alert for Islamist militant attacks.

At least 10 people were injured by an explosion at a supermarket in St. Petersburg on Wednesday, Russian officials said.

The blast was caused by a "homemade explosive device" with the power of 200 grams (7 ounces) of TNT, Investigative Committee spokeswoman Svetlana Petrenko said in a statement.

The nation's top investigative agency said the explosive device contained shrapnel and went off in a locker for customers' bags at a Perekrestok supermarket.

Greece's Popular Fighters Group has claimed responsibility for bombing an Athens court and accused the judges of backing harsh austerity measures. "Justice is like a snake. It will only bite those barefoot," they said.

The far-left Popular Fighters Group (OLA) said on Wednesday that it was behind a blast that targeted Court of Appeal in Athens last Friday. While nobody was injured in the bombing, the explosive device shattered windows on the front of the courthouse and caused significant damage to nearby buildings. Shots were also fired in the direction of a security guard.

The reason for the attack, according to the urban guerrilla faction, is the court's alleged support for painful budget cuts and other austerity measures. The organization accused Greece's judiciary of siding with politicians who push such measures at the behest of the country's international lenders. Specifically, the appeals court has upheld cutting pensions and salaries, they said.

A senior UN official says he fears children waiting to be evacuated from a besieged rebel-held area of the Syrian capital, Damascus, are being used as bargaining chips.

UN special envoy to Syria Jan Egeland told the BBC he understood that rebels had agreed to release government workers in exchange for the children.

Another 12 patients were evacuated on Wednesday, following four on Tuesday.

Thirteen more urgent cases are expected to be evacuated on Thursday.

News of the latest evacuations from Eastern Ghouta came in a tweet from the Syrian American Medical Society (Sams).

Ukraine and separatist rebels in the east of the country have exchanged hundreds of prisoners, in one of the biggest swaps since the conflict began in 2014.

Some 230 people were sent to rebel-held areas in return for 74 prisoners who had been held by pro-Russia rebels in the Donetsk and Luhansk regions.

It was the first swap in 15 months.


The release and exchange of prisoners was one of the points in the Minsk peace agreement, signed in 2015.

The deal has stalled since and analysts say the swap does not signify wider progress. Both sides continue to hold other prisoners.

The number of prisoners swapped was lower than initially announced after dozens of people who were meant to be returned to rebel-held territory refused to go to the other side.

At least 40 people have been killed and dozens wounded in a blast in Kabul near the offices of a news agency and a cultural centre, the interior ministry has said.

The explosion early on Thursday struck an area close to both the Afghan Voice news agency and Tebyan cultural centre, local media reported.

1TV News, quoting an interior ministry spokesman, said a suicide bomber was likely to have been behind the attack.

There was no immediate claim of responsibility, but the Taliban denied involvement.

American reconnaissance satellites have reportedly spotted Chinese ships suspected of selling oil to North Korean vessels about 30 times since October.

South Korean officials told the Chosun Ilbo that the ships were allegedly trading in the West Sea between China and South Korea in a bid to bypass strict United Nations sanctions on oil exports to the pariah regime over its ongoing nuclear and weapons programme.

“We need to focus on the fact that the illicit trade started after a UN Security Council resolution in September drastically capped North Korea’s imports of refined petroleum products,” an unnamed source told the paper.

George Weah elected Liberian president

Former football star George Weah has been elected as Liberia's president.

With nearly all ballots from Tuesday's run-off vote counted, Mr Weah is well ahead of opponent Joseph Boakai with more than 60% of the vote.

As news of Mr Weah's victory emerged, his supporters began celebrating in the capital Monrovia.

He will succeed Ellen Johnson Sirleaf, Africa's first elected female president, in Liberia's first democratic handover in decades.

He is the only African footballer to have won both Fifa World Player of the Year and the prestigious Ballon D'Or.

[Italy] Italy dissolves parliament for March election

Italy's President Sergio Mattarella has dissolved parliament, to pave the way for a general election on 4 March.

The government met shortly after Mr Mattarella's decree was announced, and confirmed the election date.

The ruling centre-left Democratic Party (PD) faces a strong challenge from anti-establishment Five Star (M5S) and right-wing Forza Italia, who want tough measures to curb immigration.

The influx of migrants - mostly from sub-Saharan Africa - is a major issue.

Paolo Gentiloni is the third prime minister to have served in the outgoing legislature, elected in 2013.

Opinion polls suggest the main rivals - PD, M5S and Forza Italia - will split the vote, making an overall majority for any party unlikely.

According to the polls, M5S has the most voter support - about 28%, ahead of PD on about 23% and Forza Italia, on about 16%, Reuters news agency reports.
