There are a lot of Hong Kong Permanent Resident from China who did not have British Nationality prior to 1997 and they were only about to apply for a Certificate of Identity from the Hong Kong Immigration Department for overseas travel.

You, on the other hand, as someone who was born in a British Dependent Territory with at lease a parent who had permanent residence (settle status) at the dependent territory, was entitled to British Dependent Territory Citizenship.
