Afghanistan: Kabul voter centre suicide attack kills 52

A suicide bomb attack at a voter registration centre in the Afghan capital Kabul has killed at least 52 people, officials say.

The dead include 21 women and five children, killed when the blast hit the queue outside. A further 112 people were injured.

The Islamic State group (IS) said it had carried out the attack.

Voter registration began this month for legislative elections which are due to take place in October.

IS's mouthpiece said a suicide bomber wearing an explosive belt had targeted the centre, which is in the Dashte Barchi area of western Kabul.

Conservative candidate Mario Abdo Benitez won Paraguay's presidential election with 46.5 percent of the vote, the electoral commission said on Monday after counting 96 percent of ballots. His centrist rival, Efrain Alegre, garnered 42.7 percent of the vote.

Abdo, of the governing Colorado party, campaigned on an anti-corruption platform, vowing to uphold human rights and strengthen democratic institutions in one of the world's largest soybean exporters.

The 46-year-old former senator is the son of a private secretary to the late dictator General Alfredo Stroessner, who ruled for 35 years after leading a coup d'etat in 1954. Despite his victory, some have called into question whether he could lead a campaign against graft.

Independent investigators on Sunday released a report suggesting former members of the Council of Europe's parliamentary assembly engaged in "corruptive activities" and violated the human rights body's code of ethics.

"The investigation found that, in their activities concerning Azerbaijan, several members and former members of PACE had acted contrary to the PACE ethical standards," the report said, referring the Parliamentary Assembly of the Council of Europe (PACE) by its acronym.

The allegations stem from a scandal known as "Caviargate," in which Azerbaijan is alleged to have exerted undue influence on members of the assembly to avert probes into its election and soften criticism of its human rights record.

(Reuters) - Mitt Romney’s restart of his political career hit a roadblock Saturday.

The 2012 Republican presidential candidate and former Massachusetts governor failed to win the Utah Republican Party’s nomination, which means he must face 11 challengers in a June primary for the U.S. Senate seat being vacated by retiring U.S. Sen. Orrin Hatch.

Romney needed at least 60 percent of the votes from delegates at the Utah GOP convention Saturday to head to the November election unopposed, but he earned only 49.12 percent, CNN and other media reported.

UK push into the Pacific to counter China

The United Kingdom is vowing to expand its role in the Pacific in a push for “free speech and democracy” alongside other Commonwealth nations at a time of growing concern over China’s influence in the region.

The ambitions not only include new diplomatic posts and aid funding but the idea of encouraging commercial projects and possibly infrastructure funding.

Britain’s Minister of State for the Commonwealth, Lord Tariq Ahmad, said the UK’s departure from the European Union would give it more scope to pursue its own aid funding and other policies in regions like the Pacific.

In an exclusive interview with Fairfax Media, the key British minister said the Commonwealth was “under-leveraged” and could play a much stronger role as a “force for good” in promoting democratic values and human rights.

Australia is backing the UK’s new agenda in the Pacific as well as tightening links on defence and trade, with Prime Minister Malcolm Turnbull holding talks with British counterpart Theresa May on Saturday.

TOKYO (Reuters) - Voter support for Japanese Prime Minister Shinzo Abe, battered by accusations of cronyism and other government missteps, slipped in three newspaper surveys published on Monday, as opposition parties demanded that his finance minister resign.

Abe’s ratings fell three points to 30 percent in a poll by the Mainichi newspaper. The conservative Yomiuri put his support at 39 percent, also down three points, while the right-leaning Sankei showed a drop of 6.7 points, to 38.3 percent.

The three results were in contrast to firm backing from a majority in the business community shown in a Reuters poll.

Police detained three opposition leaders, including Pashinyan, and nearly 200 protesters on Sunday, drawing a rebuke from the European Union after demonstrators demanded newly appointed Prime Minister Serzh Sarksyan quit.

YEREVAN (Reuters) - A large group of unarmed Armenian soldiers joined anti-government protests in the capital Yerevan on Monday in a development the Armenian military said was illegal and would be harshly punished.

The move, likely to deepen the country’s biggest political crisis in a decade, follows days of street protests against Serzh Sarksyan, the newly-appointed prime minister whom protesters accuse of clinging to power.

On Monday, men wearing military uniforms could be seen marching in Yerevan with protesters. Images broadcast on the Internet and social media showed the soldiers hugging protesters and waving the country’s national flag.

The Armenian Defense Ministry condemned what it said was their illegal action, saying the men belonged to a brigade of military peacekeepers.

Armenian Prime Minister Serzh Sargsyan has resigned, state television reports.

Mr Sargsyan's resignation follows 11 days of protests against him by opposition supporters, who accuse him of clinging to power after serving the maximum 10 years as president.

"The street movement is against my tenure. I am fulfilling your demand," he said in a statement.

Mr Sargsyan was appointed prime minister last Tuesday after two consecutive terms as president.

Yemen war: Houthi political leader killed in coalition air raid

The political leader of Yemen's Houthi rebel group, Saleh al-Samad, was killed last week in an air strike carried out by Saudi Arabia-led coalition, Houthi-run al-Masirah TV reported.

Samad was second on the coalition's most wanted list of Houthi leaders. His death is a major victory for the coalition forces, who have been fighting the Houthis since March 2015 to restore the internationally-recognized government to power.

Abdul-Malek al-Houthi, the leader of the rebels, said Samad was killed on a road with six companions after meeting with local officials.

"We consider the so-called forces of aggression, especially America and Saudi Arabia, responsible for killing of Samad and all the consequences of this crime," said al-Houthi, who is the most wanted Houthi leader on the coalition's list.

Former President George H.W. Bush was hospitalized in an intensive care unit on Sunday, one day after his late wife Barbara Bush's funeral.

"President Bush was admitted to the Houston Methodist Hospital yesterday morning after contracting an infection that spread to his blood," Bush's office said in a statement on Monday. "He is responding to treatments and appears to be recovering."

CNN reported Bush was suffering from an infection which led to sepsis, which can be life-threatening.

A Senate panel on Monday voted to give CIA Director Mike Pompeo a favorable recommendation that puts him on course to be confirmed as secretary of State, following a surprise last-minute vote switch by Sen. Rand Paul (R-Ky.).

Pompeo was poised to face a historic setback by becoming the first secretary of State nominee since at least 1925 to fail to win over a majority of the Senate Foreign Relations Committee.

The U-turn on the panel comes after Paul announced minutes before the Foreign Relations Committee meeting that he would support Pompeo’s nomination.

Pompeo’s nomination is now heading toward the Senate floor, where he has the 50 votes needed to be confirmed.

Democratic Sens. Joe Manchin (W.Va.), Joe Donnelly (Ind.) and Heidi Heitkamp (N.D.) — who are up for reelection in states Trump won handedly in 2016 — have said they will support Pompeo once he comes to the Senate floor.
