COS - Certificate of Sponsorship
COS is issued by the Hong Kong Labour Department. As there is an annual quota of 1,000 HKSAR passport holders allowed to get an UK Tier 5 Working Holiday Visa, COS is an administrative way to put the quota in place. This is done by the Hong Kong Labour Department who will only issue 1,000 COS per year and the Home Office making COS a requirement for HKSAR passport holders wanting to get an UK Tier 5 Working Holiday Visa.
BN(O) passport holders do not require a COS when applying for an UK Tier 5 Working Holiday Visa as they are not subject to the 1,000 quota for HKSAR passport holders.
