Dear HKIE Secretariat,
My name is Au Kai Chan. I am an engineering practitioner in Hong Kong. If you find this “Identity” unacceptable, please provide the definition of 'Identity' for complainants according to the HKIE Disciplinary Regulations or other HKIE written policy.
My 'Contact' is the email address from which I am sending this message to you. Similarly, if you find this 'Contact' information unacceptable, please provide the definition of 'Contact' for complainants according to the HKIE Disciplinary Regulations or the definition of 'Contact' under Hong Kong Legislation.
Regarding her deceitfully obtained CEng and MCIBSE qualifications by providing false information about a project and company name, please see the attached document. She used the false information in the attachment and a forged company letter to trick Professor Wang Shengwei into signing. Afterwards, she has shown this document to others and taught them how to deceive CEng and MCIBSE qualifications using this method. By the way, the attachment we submitted complies with the Cap.486 Personal Data (Privacy) Ordinance.
As for providing evidence to prove that she “invented” a non-existent project, how do you expect me to prove that a fictional building does not exist in reality? Do you want me to visit the site of the “invented” building for an on-site investigation? As a professional institution, can your response show some common sense? Since she claims her involvement in the project was on-site construction and management, wouldn't it be easier for you to ask her to indicate the project's location or provide relevant photos or information? Moreover, as a professional institution, don't you have the ability to check the information or related records she submitted to ECUK and HKIE?
Clearly, she has violated HKIE "The Ordinance and Constitution” Article 13 (5) “improper conduct” - the making of any false representation or untrue or misleading statement in applying for election or transfer to any class of membership of the Institution or inclusion on the Register. You have a responsibility to initiate an investigation into this incident.
Regarding the incident of her obtaining a Senior Manager position at Hysan through fraudulent documentation, Ir Keith Yue (Chairman of the Building Services Division for Session 2023/2024) is the best witness, as he holds all the evidence and is fully aware of the incident. Of course, this premise only holds true if he still possesses basic human decency, respects the engineering profession, and is 'Proud to be Engineers’.
Of course, whether to handle this report or not is entirely up to you. However, I can tell you that, taking The Medical Council of Hong Kong disciplinary inquiries as an example, even without the aforementioned evidence and relying solely on the information provided in the previous email, it would be sufficient to convene an in-house disciplinary inquiries and issue a public statement revoking her professional qualifications. As a professional institution, I am extremely disappointed with your unprofessional response.
