A person can have more than one ordinary residence. So it really depends on what evident, if any, we need to provide to prove residency.
I agree people currently in HK need this visa the most but it won't be fair to those living in overseas. If they're really strict about the requirement, may be someone in the UK can raise this issue to their MPs? I would if I was in the UK but I'm in Australia.

Check the link above for the meaning of “ordinarily resident”. For example one can be an US citizen as well as an ordinarily resident of a HK, it has nothing to do with citizenship. BNOs can also be Australian/NZ/Canadian citizens as well.
