You are the chairperson of the Social Service Club in your school. The school would like to develop closer links with the community. Write a letter to your principal, Ms Lee, proposing a new community project that the school can carry out with a home for the elderly in your district.
In your letter persuade your principal to accept your project by
(i) describing one activity that could be carried out, and
(ii) identifying the benefits for the elderly home.

Dear Mr. Lee,

I am writing to propose a new community project for our school on behalf of the Social Service Club. Knowing that our school is aiming to develop closer links with the community, our club has come up with a project named “Warmth to the Elderly” in collaboration with an elderly home called “Sunny Nursing Home”. In the following, I would like to introduce an activity of the project and the benefits for the elderly home, hoping that the school will find it meaningful to run.

After our discussion with “Sunny Nursing Home”, it is suggested that a computer class can be organized for the elderly there. As we all know, the senior citizens in the elderly home sometimes feel lonely and depressed. With their loved ones being preoccupied with work and study, they are in lack of opportunities to connect to the outside world. In view of this, a computer class would be a therapeutic activity for the elderly. Our students are proficient in the use of information technology and advanced electronic gadgets. They could be the instructors in the class, teaching the senior citizens to carry out simple computer operations and use basic functions on the computers, such as typing Chinese characters, surfing the net and watching videos and TV dramas. Through this class can our students help the aged reconnect to the world outside the elderly home. For example, they could learn how to use Gmail and various social media websites like Facebook and Weibo to communicate with their children and grandchildren. With a view to enlarging their social network, they can even make new friends on these websites. It is also worth noting that the elderly can keep abreast of the events happening in the world and entertain themselves with the IT skills acquired from the class. As senior citizens are easily exhausted and their attention span is short, it is recommended that each training session should last for one hour.

There are several benefits that the project of “Warmth to the Elderly” can bring to the elderly home. To commence with, the project can enhance the atmosphere of the elderly home, making it more harmonious.Lacking warmth and love, the senior citizens in the elderly home often feel spiritually empty and hopeless. Without any means to express their dissatisfaction and frustration, it is not uncommon for them to lose temper. Last month, for example, an elderly man fought with another old lady in the elderly home and both of them suffered from injuries. It is our firm belief that the computer course can address this problem and improve the atmosphere of the elderly home. As mentioned above, the class can enable the senior citizens to communicate with their loved ones. With their fragile souls warmed by their children and grandchildren, they will be spiritually fulfilled and have better mental well-being. As a result, tempers are less likely to flare and conflicts among the senior citizens can be minimized. With the harmonious atmosphere in Sunny Nursing Home, the workload of the staff can be lightened, smoothening the operation of the elderly home.

Equally worth noting is that our community project can enhance the reputation of the elderly home. Unlike some elderly homes in Hong Kong, the mission of Sunny Nursing Home is to “provide senior citizens with warmth and a fruitful life”. Through organizing this meaningful computer course and connecting the elderly to the outside world can we achieve this goal. With media coverage and online discussion, the residents in our neighbourhood and Hong Kong will know about the details of the project, realizing that the staff members of the elderly home are enthusiastic about helping the aged and do their utmost to provide a harmonious and blissful environment for them. With a better reputation, the elderly home can entice more people to send their elderly parents there, increasing its customer base and revenue in the long run.

It is high time for us to make the first step to develop closer links with the community. It is sincerely hoped that our proposal will be adopted by the school, benefitting the elderly as well as the elderly home. Thank you for your attention.

Learning English through Social Issues
You are working on a project entitled “Hong Kong’s NEETs”. NEETs are young people who are not in education, employment or training. Many of these young people spend their time at home playing video games or surfing the Internet.
Write a report to explain why the number of NEETs in Hong Kong is rising and suggest what can be done to help these youths. Give reasons to support your suggestions.

Hong Kong’s NEETs

Introduction

In recent years, the rising tide of NEETs has raised concerns in our society. Flipping through newspapers, we can easily see the news of socially withdrawn youths burying themselves in the latest gadgets and being reluctant to find jobs. With these hapless teens being condemned by the public, it is time we investigated the reasons behind the phenomenon, figuring out the ways to bail them out.

Reasons
1. The promotion of tertiary education
To start with, the phenomenon can be ascribed to the government’s promotion of tertiary education, which has led to the intensifying competition in the job market.In the 2000s, the former Chief Executive Tung Chee Hwa proposed several schemes to increase the number of blue-collar and high-tech workers through implementing several policies including increasing the number of places of high-diploma students. As a result, the number of fresh graduates from tertiary education has been skyrocketing to an unprecedented level, causing the inflation of academic qualifications. Nowadays, even if a student strives to excel academically to get a ticket to a university, what is waiting for them may be unemployment as the job market cannot accommodate every graduate with high academic qualifications. Besides, those who have studied industriously for 15 years are unwilling to accept low-income jobs with filthy and undesirable conditions. With this mismatch in the labour market, some young people may opt to stay at home awaiting better employment opportunities and be reluctant to join the retraining programmes organized by the Vocational Training Council. Based on the above, it is the government’s policies in promoting tertiary education that has contributed to the surging tide of NEETs in Hong Kong.

2. Helicopter parenting
Apart from government policies, helicopter parents have also exacerbated the problem of NEETs by pampering their young children.The term “Kong Kids” is used to describe those children who fail to deal with obstacles and have low self-esteem. They are likely to be bred by helicopter parents who stand by them whenever they are beset with troubles. Treating their children as priceless pearls, these helicopter parents pamper them with comfortable lifestyles and dare not provide precious chances for them to learn to be independent. According to a recent article in the South China Morning Post, more and more youngsters regard their overprotective parents as their saviors to solve every problem and are financially reliant on the latter. As a consequence, the pampered children tend to immerse themselves in greenhouses and can hardly overcome the challenges in the workplace. However well-intentioned the helicopter parents are, they have contributed to more socially-withdrawn youths who are not in education, employment or training.

With education policies and helicopter parenting aggravating the problem of NEETs, it is crucial for different stakeholders to alleviate the problem.

Recommendations

1. Promoting the development of various industries
It is suggested that the government should encourage the development of various industries which can provide employment opportunities for the NEETs.
The saturation of the job market can be attributed to the over-emphasis on real estate industry and financial industries. If the government does its utmost to make the creative industry and the IT industry thrive, some youngsters can find their dream jobs in various fields. This can, to a certain extent alleviate the problem of NEETs. With the provision of more subsidies and implenentation of preferential policies, the government can enable media and information technology companies to expand their business, learn from their foreign counterparts and invest more on research and development. With more enterprises being capable of competing in the global market, they will have the financial power to employ the young talents graduating from high diploma and undergraduate programmes. Instead of staying at home and escaping from reality, youngsters will be able to realize their potential and pursue their dreams.

2. Allowing youngsters to be independent from parents
It is also recommended that the helicopter parents should allow their children to be the masters of their own destiny. The youngsters’ lack of problem-solving skills and pessimistic outlook on life are associated with helicopter parenting. Therefore, the parents in Hong Kong should learn a lesson from the phenomenon of NEETs, letting their children overcome challenges on their own. For example, never should parents financially support them if the latter refuse to search for jobs. Rather than assisting their children to tackle every problem, parents should allow them to find the prescriptions. In making important decisions, such as the choice of extra-curricular activities, the selection of elective subjects in senior forms and the selection of university programmes in Jupas applications, parents should only play the roles of advisors and respect the aspirations of their children.Thanks to the declining influence from parents, our next generation can hone their logical thinking and critical thinking. Being more confident of themselves, youngsters will be determined and persistent in leaping over the countless hurdles in their life journey instead of living in the greenhouse provided by their overprotective parents.

Conclusion

The above are the reasons leading to the phenomenon of NEETs and the solutions to the problem.It is to be hoped that the government and parents can adopt pragmatic approaches to prevent our next generation becoming socially withdrawn. With their concerted effort, young graduates will become the masters of their destiny, leading fruitful lives and contributing to the development of Hong Kong.
