Shortage means MB is larger than MC
when there is effective price ceiling
there musy be shortage and no one will deny that
if the government cannot ban all the illegal transaction
some of the producers may sell the goods at a price which is higher than the original equilibrium price
some consumers compete the goods by paying higher
there may be non price competitions but not a must
in this case shortage still exist
and there may not be non price competitions
