I doubt it. Vanguard seems to prefer cost reduction to the slightly increased accessibility that comes with lower share price
Vanguard actually did a reverse split of VOO back in 2013 to deliberately raise the share price. Their rationale was that for every share of VOO you have to buy {and later sell), you lose a little bit of money from the bid/ask spread. Increasing the cost of shares results in fewer shares needing to be bought or sold for any given amount of money, which they believed would result in savings for their customers.
I don't know what criteria they go by to decide when to split, but they're on the record stating that they prefer VOO to have a higher share price in order to reduce costs to investors.
