Agree, old seafood culture is very strong. Seniority depends on years of service in the department, not your rank, even HAI / II had to listen to Clerk I in some cases.
Also, please stop dreaming about EAI is senior than Clerk, in management level opinion whoever have higher salary will be more senior, regardless your dream EAI can promote to HAII.

Totally agree, HA management does not want smart people, all they want are obedient staff, same as HK Police Force / Immigration / Customs... etc.
The only thing I learn is do not talk back to supervisors, say 'yes' to whatever they ask, do the job and get the monthly salary, and hope for point scale jump every year. Then apply VNC for post that qualify and jump into another hell.
That's life.
