Once you are a Qualify Person (an EU national exercising EEA treaty rights like working for example), go and apply for a registration certificate -

Before you apply for British Citizenship, you need to get permanent residence first. You can get permanent residence after 5 years as a Qualify Person. After having permanent residence for a year, you can apply for British Citizenship.

但我睇certificate 果道話要有uk外既保險 - If you are an EU citizen exercising your EEA treaty rights in the UK as a student or self sufficient person, you will need to get a comprehensive sickness insurance (CSI) in order to get permanent residence in the UK.

However, if you are working, you will be paying UK's National Insurance (NI), so you do not need to get CSI.

There is also a quota system for sponsorship certificates for Tier 2 visas, for example, the quota for January 2018 will be 1409, while there is no quota system in place just now for EEA citizens coming to live in the UK.

You need to remember it can take a long time to get your Tier 2 visa while the OP can just buy an air ticket and move to the UK whenever he wants.

One more thing I forgot to say - go and learn how to drive and pass your driving test in Hong Kong. You can exchange your Hong Kong driving licence to an UK one without test as long as you pass your driving test in Hong Kong.
