from a systems-view, where the system includes the space-segment and the ground-segment and the communications link between them, yes. And the desired frequency of downlinks is what drives the decision for how to size it.
And that decision then is given back to the spacecraft avionics / C&DH design team where they see if it having a disk of that size is a problem or not.
This decision was probably made initially in 2007-ish, maybe earlier, based on my understanding of how the design progressed and then evolved.
