None of the above worked for me until I realised that it was Bitdefender's latest update that caused this. To fix it do this;
go into the ''Protection'' tab
then go ''View Features''
then in the bottom right under ''Safe Files'' press ''Application Access''
then make sure Skyrim is checked ''Allowed''
. I also found a bunch of other programs in there that had similar issues.
