The Hong Kong Anti-extradition movement is approaching its first anniversary. Hong-kongers’ goal has revolved from stopping the extradition bill to advocating the five demands. However the SAR Government has not just refused to listen to the people’s clear demands, but resolved to using the police as a tool to unrightfully arrest and murder protestors. Hong Kong’s core values like the rule of law, freedom of speech, the right to assembly and rally, have been corroded drastically since last year. “One country, two systems, Hong Kong people rule hong kong” have all become non-existent slogans. The honeymoon has long been over, and “one country, one system” is the dreaded reality that over a million Hong Kongers are awakening to.
Foreword
The Hong Kong SAR Government has become the meaningless puppet of the CCP, and continues to raise bills like the National Anthem Bill to throttle freedom of speech in Hong Kong. The threat of establishing the Article 23 of the Basic Law has always been imminent. When the police, the courts and even the legislature has become mere chess pieces of the CCP, the hong kong people have awaken to the truth that struggles within the establishment is useless and only when we embrace the idea of an independent Hong Kong state, can we possibly build a government that truly belongs to the people. Although we once thought Hong Kong as an independent state was only a distant dream, throughout the pass year we have heard countless voices on the streets starting to demand “Independence is the only way for Hong Kong”. We believe that in the ever approaching threat of the CCP, a growing number of Hong Kongers will awaken and join our league to fight for and build an independent Hong Kong state.
Aims
Henceforth, we will now propose achievable short term and medium term goals to attain independence for Hong Kong. May we continue to march forward with a clear goal and
Steadfast determination.
We propose in the short term to:
i)Further develop labour unions in every trade, and increase the penetration rates in each
industry
ii)through developing trade unions, establish development plans for each industry
iii)Establish an independent survey body to clarify Hong Kongers’ views on how to achieve
independence
iv)Develop local enterprises and aim to achieve self-sufficiency in Hong Kong’s Economy
v)Increase liaison between Frontliner teams
Medium term goals:
Establish a People’s Parliament through election
II) Establish an overseas provisional government fund
III) Establish an Hong Kong Independence Army, funded by the provisional government fund
Long term goals:
I) Write and enact a Hong Kong Constitution
II)Establish a provisional government and elect a Cabinet and President
Conclusion
Throughout the pass year fellow protestors faced much opposition and fellow Hong Kongers and global community have awakened to the threat that the CCP is to the global community. Hong Kongers will use this declaration to mark the start of a new page, and keep finding new ways to fight for freedom, and seek Hong Kong independence. May Hong Kong rise again from the ashes and be reborn gloriously as an independent Hong Kong state. Glory to Hong Kong.

Principles for a Temporary Constitution of Hong Kong
1. Hong Kong territories could not be changed without Referendum of Hong Kong citizens.
2. Hong Kong Citizens enjoy the equal right to vote and to stand for election without unreasonable restrictions.
3. Chief Executive will be replaced by Governor and retained as Cerenomial Head of State. The administrative power will be exercised by Chief Minister subject to constitution.
4. The power of Governor and Chief Minister are all subject to constitution. Counrt of Final Appeal uphold the ultimate right of interpretation.
5. Hong Kong original legislature will be reformed. Direct constituency will be reformed as House of Representatives while functional constituency will be reformed as Senate. The Hong Kong Parliament is conmopsed of House of Representatives and Senate. They will be regarded as Lower and Upper House respectively. This constituency could not be changed without consent of Parliament.
6. House of Representatives will be formed by election by Hong Kong citizens. Senate will be formed by Hong Kong citizens holding specific qualifications.
7. The right to amendment of constitution belongs to Hong Kong Parliament (i.e. Senate and House of Representatives of Hong Kong)
8. Hong Kong Paliament must follow this constitution and must not adopt tyranny.
9. Local affairs will be handled by Urban Council and District Council. Both Councils are formed by election by Hong Kong citizens.
10. Holder of confidence of House of Representatives will be appointed as Chief minister. Cabinet members will be nominated by chief minister and appointed by Governor. The cabinet members must be members of House of Representatives.
11. Chief minister and cabinent members could not be member of Senate.
12. Hong Kong Police will be responsible for Hong Kong defence and security issues after the reform instructed by parliament. Its operation will be supervised by Ministry of Police of the Cabinet.
13. Without consent of parliament, Hong Kong government could not go into any international agreements or treaties.
