“Late” is a time modifier word. We use it to say that somebody or something hasn’t arrived on time. “Too” is an adverb that we use to stress specific words, adjectives, and verbs.
When we use “too” and a word, we’re insinuating that the word has been emphasized, meaning it’s gotten worse. Someone or something “too late” is well past the designated time it was supposed to arrive.
