That report is not representative of all Hong Kong people. At least it does not represent many of us who make a living with English as the primary mode of workplace communication. I include myself and people i know personally who are bilingual.
It is this kind of tests that perpetuate the norm of some dissing another's English abilities in the open, providing the set-up for power inequality and social divide based on language (in-)competence. For the love of god, this should stop.
