PhD is preferred because it involves greater costs. Some students will take a MPhil and flee the academic upon completion, which is considered as a waste of resource (from UGC perspective).

UGC audits the outcomes for PhD and Mphil. If you get an academic position upon graduation, the university will get more funding in next few years.

If you are first hon (to be), no harm to aim for PhD.
