如何做到有一百萬人以上，對和理非而言，最重要是不用申請不反對通知書而且有合法途徑。
有條橋，就是抄何妖，佢話921清潔香港不用申請不反對通知書，仲串到撤銷遊行申請。
咁佢無被人拉無人告，心理上就可以宣傳：我地9.29搞的都是清潔香港行動，沿港島電車路線，人人執拉圾。
人流控制方面：
可以呼籲港島人在自己區清潔；
九龍東人在鰂魚涌的香港殯儀館（象徵送中）以東，新界東人在鰂魚涌以西;
九龍西人在中環遮打花園以西，新界西人在中環以東。
另一個重點，係需要有號召力的人或機構呼籲，大肆宣傳，俾和理非感覺既合法又多人陪，咁就安心參加。
