香港法治人權已死
2.香港人一直為我們的核心價值觀，包括法治，以及不同的自由和權利感到自豪。最近的殘酷 鎮壓，表明香港的核心價值正面臨徹底毀滅。香港已成為一個法治已死的警察國家。港共政權 的鐵腕，嚴重侵犯人權，踐踏港人自由甚至生命權。三個月前表面上「馬照跑，舞照跳」 的 香港，有如童話，一復不再。
中國違反中英聯合聲明:沒有民主，就無自治
3.近日林鄭月娥才宣佈，將動議撤回引渡法案。但我們所渴求的民主自治，從未實現。雖然 《基本法》遵照《中英聯合聲明》，將民主權利納入條文，但港共在2017年剝奪了本屬港人 的真普選。行政長官及眾多議員，從來不是由香港人經真普選產生。
4. 林鄭月娥對北京的橫加干預，無能為力。「一國兩制」，純屬虛構。中國一再嚴重違反 《中英聯合聲明》，並視之為「歷史文件」。香港的自治和民主，早已逝去，化為亡靈。
嚴防北京以「統一戰線」的名義顛覆
「當他們抓捕猶太人，
我沉默了，因為我不是猶太人。最後當他們來抓我時， 再也沒有人站起來為我說話了。」如果自由世界希望其人民擁有尊嚴和人權，必須制止北京以 「統一戰線」為名的政治顛覆。中共的內部和外部擴展，令世界人民目睹了中國共產黨的威 脅。
香港民主自治，攸關美國利益
6.美國在香港擁有廣泛的利益，包括許多企業和貿易伙伴。本港亦有不少美國公民長期定居。 定期檢討香港的自治，能確保香港的自治權不受濫用。它確保敏感的美國技術和其他武器不會 通過香港轉移到中國或伊朗。唯有民主，能保自治，並力保美國在港利益。
監察香港民主自治，保有「核彈選項」
7.我們堅決支持《法案》中美國國務卿的權力，即每年檢視香港擁有民主自治，以核證香港應 當獲得與中國不同的待遇。為求達到2020年真普選立法會、和最終達到真普選行政長官的目 標，即使美國總統動用制裁全港的「核彈」，香港人必不割席。
8. 除此之外，我們希望美方能果斷採取靈活措施，包括對犯罪實體、侵犯人權者及其家庭成 員，實施更嚴厲制裁。可能的措施，包括拒絕入境簽證和凍結資產。
香港主權及清朝債務: 魚與熊掌，不應兼得
9.對於美國人擁有、已違約的清朝債券，香港人支持特朗普總統採取措施，收取還款。作為清 朝的繼承者，中華人民共和國不應魚與熊掌兼得，既對香港行使主權，又漠視這些債務。
壓迫當前，港人皆有守土抗戰之責
10.香港民族有著178年的歷史。共產中國的70年間，曾發生過無數次泯滅人性的暴行。即使 中國出現可怕的大躍進、文化大革命、和天安門廣場大屠殺，香港人仍然充滿希望，希望正義 降臨，新生的中國能令曾流血的無辜靈魂得以安息。儘管這片血紅令人恐懼，但我們絕不退縮 ，此乃香港精神。
11.我們在此宣告，繼續奮鬥、直到民主自治降臨香港，是我們的光榮任務。作為自由世界的 一員，我們期望在民主憲法下，充分維護公民的神聖權利和自由。我們再次要求美國與香港連 成一線，迅速通過《法案》，以保護自由世界的前線城市，免受共產中國摧毀。
12. 最後，我等在此宣告: 「當獨裁成為事實，革命就是義務。」這是我們的職責。

Hongkongers' Declaration in front of the U.S. Consulate on 8 September 2019
1. We Hongkongers gather today to support the U.S. Congress to pass the Hong Kong Human Rights and Democracy Act ("the Act") in the hope of restoring and protecting Hong Kong’s values.
Rule of Law and Human Rights in Hong Kong are Dead
2. Hongkongers have always been proud of the territory’s core values, including the rule of law, together with our freedoms and rights. The brutal suppression of the recent Hong Kong protests is a dangerous sign that these core values are on the verge of total destruction. Hong Kong has become a police state where the rule of law is dead. Our freedoms and even the right to life have been crushed by the iron fist of the Hong Kong Communist Regime, which has seriously violated human rights. What Hong Kong was three months ago now seems like a distant fairytale.
China Breaches the Sino-British Joint Declaration: no Democracy, no Autonomy
3. While the extradition bill was purportedly to be withdrawn only very recently, the promised democratic autonomy that we have yearned for has never been delivered. While the Basic Law guarantees our right to genuine democracy, in line with the Sino-British Joint Declaration, it was stripped from us in 2017. Chief Executive Carrie Lam and many lawmakers are not freely elected by Hongkongers.
4. Carrie Lam is powerless over Beijing's agenda, showing that "One Country, Two Systems" is just a figment of our imagination. China has repeatedly violated the Joint Declaration, and dismissed it as a "historical document". Autonomy and democracy in Hong Kong have become phantoms of the city.
Beware of Subversion by Beijing in the Name of "

5. Injustice anywhere is a threat to justice everywhere. The United Front machinery of political subversion by Beijing must be stopped if the Free World wants its people to have dignity and human rights. China’s grips have extended both internally and externally. People of the world have witnessed the threatening behaviour of the Chinese Communist Party.
The U.S. is a Key Player in Hong Kong
6. The U.S. has vast interests in Hong Kong, including numerous businesses and many of your countrymen. Regular reviews of Hong Kong's autonomy ensure that it is not misused. It ensures sensitive U.S. technology and other arms are not transferred to China or Iran through Hong Kong. True democracy is needed to guarantee our autonomy and best protects U.S. interests.
Monitor Hong Kong's Democratic Autonomy and Retain the "Nuclear Option"
7. We firmly support the proposed Secretary of State's power in the Act to annually certify that Hong Kong is sufficiently democratically autonomous from China, in order to justify different treatment from the latter. If the "nuclear option" of sanctions on the whole of Hong Kong is deemed necessary for democratic elections of all lawmakers by 2020 and of the Chief Executive, Hongkongers stand ready to accept them.
8. Flexible measures, including tougher sanctions on entities, individual violators of human rights and their family members are also urgently needed. Possible measures include denial of visit visas and freezing of assets.
China Should not Get the Best of Both Worlds
9. For the long overdue Qing Dynasty debt instruments owned by Americans, Hongkongers support President Trump to collect the long-awaited due from China. The People's Republic of China, as the purported ultimate successor of Qing Dynasty, should not be allowed to both claim sovereignty over Hong Kong, while ignoring those debts.

But the people of Hong Kong stood hopeful, though, through the Great Leap Forward, the dreaded Cultural Revolution, and the Tiananmen Square Massacre, longing for a New China washed clean from the blood of tens of millions of innocents. T he red has now spilled over our land, the colour of brutality that inspired no love, only fear. And yet this native hue d oes move us to action, thus rekindling the courage that made Hong Kong what it is today.
11. We declare, thus, as our right and duty, to continue the fight to reclaim our democratic autonomy; and that as a member of the Free World, we are disposed with the full responsibility and power to safeguard the rights and freedoms of our people, under a democratic constitution, whose government must hold steadfast and sacred. Once again, we ask the U.S. to stand with us and soon pass the Hong Kong Human Rights and Democracy Act, to strengthen this frontline against the brutal Communist Chinese regime.
12. At last, we shall meditate on these wise words, “when tyranny becomes law, revolution becomes duty.” And remember, we Hongkongers do not shy away from duties.
