Withdrawal of a bill is usually by an announcement made in the council, not by moving a motion by the rules of procedure.

Today, the leader of Hong Kong, Carrie Lam, proposed a motion of the withdrawal of the extradition bill. This, however, does not signify the victory of our battle.

In the press release, the leader blatantly dismissed the other four demands of two million protestors, including the establishment of an independent commission of inquiry and universal suffrage. Also, the bill is still NOT FORMALLY withdrawn as the retraction is a mere motion that can be vetoed by the pro-Beijing camp of the legislative body. Our demands are still not met.

The fugitive bill saga reveals the abuse of power of the police and the tightening grip of freedom from Beijing. Since June, we have seen the police force harming civilians in train stations; Beijing threatening to mobilise the garrison. To Hongkongers, the protest is now an act of resistance against police brutality and the narrowing freedom taken away by China. We are fighting for our future.

In such difficult time, we would love to ask for your support. Your understanding of our situation is important to pressurise the government.

We shall never surrender. Please support us.

CE Carrie Lam announced that there will be two more members getting into the Independent Police Complaints Council (IPCC), however, it is quickly found out that one of them was actually a member of Carrie Lam's election team, and another was the chairman of the Hong Kong Bar Association yet failed to stand up for the industry according to the news in 2018.
And the most notorious issue is that, the IPCC is actually composed of police themselves, which makes it almost impossible to prevent the conflict of interest. According to statistics, the percentage of successful appeals to cases about police's use of excessive force is 0.09%. How is that figure even presentable to say that the IPCC is independent as its name tells?
Therefore, we keep shouting all five demands, not one less... It's not merely a chant. Without an Independent Commission of Inquiry, we strongly and logically believe that the appeals will not be treated lawfully and rightfully.
