Koreans can have tickets be physically sent to their address before the concert. Foreigners have to pick it up and present a passport ID.
If you have a KR address and buy from a Korean seller, you can ask them to have the ticket sent there.
If a non-Korean sells you a ticket, the only way you can get it from them is **in person the day of the concert**
Unless they go thru the trouble of buying it from a Korean, having the ticket sent to a KR address, and then sending it to you, they *cannot give a physical ticket*
