Technically leasehold carves out a part of land right, say 99 years minus 3 days, and will return to the ultimate freehold owner. The ultimate owner must be a freehold owner, no matter the King, or any aristocrat.
So it is inevitable that the owner may use long lease instead of leasehold after the development of the building and the effect will be the same
