At 100 AM CDT (0600 UTC), the eye of Hurricane Harvey was located
near latitude 28.2 North, longitude 97.0 West. Harvey has made a
second landfall along the northeastern shore of Copano Bay, Texas.
Harvey is moving toward the northwest near 6 mph (9 km/h). The
hurricane is expected to slow down further during the next day or
so, and it will meander over southeastern Texas through the middle
of next week.

Maximum sustained winds have decreased to near 125 mph (205 km/h)
with higher gusts. Harvey is a category 3 hurricane on the
Saffir-Simpson Hurricane Wind Scale. Additional weakening is
forecast during the next 48 hours while the center of Harvey is over
southeastern Texas.

Hurricane-force winds extend outward up to 40 miles (65 km) from
the center, and tropical-storm-force winds extend outward up to 140
miles (220 km). A Texas Coastal Ocean Observing Network station at
the Aransas Wildlife Refuge recently measured sustained hurricane-
force winds of 74 mph (119 km/h) and a wind gust to 98 mph (157
km/h).

A National Ocean Service tide gauge at Port Lavaca, Texas, recently
reported a water level of 5.9 ft above Mean Higher High Water.

The estimated minimum central pressure is 942 mb (27.82 inches).

香 港 天 文 台 發 出 最 新 熱 帶 氣 旋 警 報

一 號 戒 備 信 號 ， 現 正 生 效 。

表 示 有 一 熱 帶 氣 旋 ， 在 香 港 約 800 公 里 內 ， 可 能 影 響 本 港 。

在 下 午 5 時 ， 熱 帶 風 暴 帕 卡 集 結 在 香 港 之 東 南 約 540 公 里 ， 即 在 北 緯 18.7 度 ， 東 經 117.6 度 附 近 ， 預 料 向 西 北 移 動 ， 時 速 約 30 公 里 ， 橫 過 南 海 北 部 ， 並 逐 漸 增 強 。

帕 卡 移 動 較 為 迅 速 ， 但 過 去 數 小 時 其 位 置 相 對 預 測 較 為 偏 南 。 隨 著 帕 卡 接 近 廣 東 沿 岸 ， 本 港 今 晚 至 明 日 凌 晨 風 勢 會 逐 漸 增 強 。 天 文 台 會 在 午 夜 前 考 慮 改 發 三 號 強 風 信 號 。

按 照 現 時 預 測 路 徑 ， 帕 卡 會 在 明 日 ( 星 期 日 ) 日 間 最 接 近 本 港 ， 在 香 港 西 南 約 200 公 里 內 掠 過 。 會 否 改 發 八 號 烈 風 或 暴 風 信 號 ， 則 視 乎 帕 卡 的 強 度 變 化 及 與 香 港 的 距 離 。

與 帕 卡 相 關 的 雨 帶 會 陸 續 影 響 廣 東 沿 岸 ， 香 港 明 日 天 氣 會 顯 著 轉 壞 ， 有 狂 風 大 驟 雨 ， 低 窪 地 區 可 能 出 現 水 浸 ， 海 面 有 大 浪 及 湧 浪 。 市 民 應 盡 早 做 好 防 風 措 施 ， 並 清 理 水 渠 以 防 水 浸 。 與 天 鴿 相 關 的 清 理 及 修 復 工 作 亦 應 盡 早 完 成 。

一 號 戒 備 信 號 － 防 風 措 施 報 告 ：

1. 請 即 採 取 各 種 預 防 措 施 ， 保 護 房 屋 及 財 物 的 安 全 ， 將 所 有 容 易 被 風 吹 倒 的 物 件 綁 緊 ； 室 外 傢 俬 、 花 盆 及 可 能 被 風 吹 倒 的 物 件 亦 應 搬 入 室 內 。 請 再 檢 查 所 有 門 窗 是 否 可 以 關 閉 。

2. 請 將 堆 積 在 排 水 管 及 溝 渠 上 的 樹 葉 與 垃 圾 清 除 ， 低 窪 地 帶 的 居 民 應 特 別 留 意 此 等 措 施 。

3. 工 程 師 、 建 築 師 和 建 築 商 應 注 意 設 法 將 棚 架 木 板 綁 緊 ， 使 臨 時 性 建 築 物 不 易 被 風 吹 倒 。

4. 所 有 小 型 船 隻 ， 包 括 正 在 外 海 的 漁 船 及 馬 力 較 小 的 船 隻 ， 應 盡 快 駛 往 適 當 的 避 風 位 置 。 請 將 船 隻 妥 善 繫 泊 ， 並 作 好 小 船 必 要 的 防 風 措 施 。
