RULES OF ENGAGEMENT
ANY PERSON INVOLVED IN PROHIBITING THE P.A.F.A. FORCES FROM CARRYING OUT THE GOALS OF THE ACTION WILL BE CONSIDERED DEMOCRAT ENEMY (D.E.)AND WILL BE MET WITH LETHAL FORCE. ALL PERSONNEL AND VEHICLES TRANSPORTING D.E. OR THEIR SUPPLIES MAY BE ENGAGED SUBJECT TO THE FOLLOWING RESTRICTIONS:
A. Do not engage anyone who has surrendered, or, is out of battle due to crippling wounds.
B. Avoid harming non-D.E. unless necessary to save P.A.F.A. lives. Do not fire into non-D.E. populated areas or buildings which are not defended, or, not being used for D.E. purposes.
C. Hospitals, churches, shrines, schools, museums, national monuments, and other historical or cultural sites will not be engaged except in self defense.
D.Hospitals will be given special protection. Do not engage hospitals unless D.E. forces use the hospital to commit acts harmful to P.A.F.A. forces, and then only after giving a warning and allowing a reasonable time to expire before engaging, if the tactical situation permits.
E. Hidden explosive traps may be used to protect P.A.F.A. positions or to impede the progress of democrat forces. They may not be used on non-D.E. personal property. They will be recovered and destroyed when the tactical necessity for their use no longer exists.
F. Looting and the taking of war paraphernalia, except firearms and ammunition, are prohibited.
G. Avoid harming non-D.E. property unless necessary to save P.A.F.A. lives. Do not attack traditional domestic objects, such as houses, unless they are being used by the D.E. for military purposes and neutralization assists in mission accomplishment.
H. Treat all non-D.E. and their property with respect and dignity. Before using privately owned property, check to see if publicly owned property can substitute. No requisitioning of non-D.E. property, including vehicles, without permission of the owner and without giving a receipt.
I.Treat all prisoners humanely and with respect and dignity. Most D.E. forces do not even know who or why they are fighting. Do not allow a mortally wounded D.E. combatant to suffer. Fire a fatal shot to end any and all individual suffering.
REMEMBER
1. FIGHT ONLY D.E. COMBATANTS.
2.ATTACK ONLY D.E. TARGETS.
3. SPARE NON D.E. PERSONS AND OBJECTS.
