China ranked #1 !?

In the opening speech, it was mentioned that China was ranked #1 by World Bank in 2 years.

I could only find China was ranked #31 and #46 in the last 2 years by World Bank. Instead, New Zealand score #1 in the last 2 years.

Please correct me if I have missed something. Highly ranked officials must have some data which could not be found in public or internet....
