【停課下之教務、學費及宿費安排意見調查結果公佈 | Results of the Survey on the Arrangements of Tuition Fees, Hostel Fees and other Academic Affairs During Class Suspension】

本會於今月上旬就停課下之教務、學費及宿費安排進行意見調查,半個月以來合共收到5685則回應。當中有近九成受訪者為本地生,其餘則為國際生。本會就是次意見調查結果及跟進工作之總結如下:
一、學費退還事宜
有關本學期因武漢肺炎疫情而停課的學費安排,絕大部份同學(98%)認為校方應退回全數或部份學費,當中有約兩成同學(19.8%)認為校方應該退回本學期全數學費,近兩成同學(18.4%)支持退回七至八成學費,各有約一成同學認為校方應該退回八至九成學費(10.2%)及半數學費(7.8%)。
有關上學期因中大保衛戰而停課之學費安排,同樣有大部份同學(94.8%)認為校方應退回全數或部份學費,當中有一成同學(10.7%)認為校方應該退回全數學費,有約一成同學(8.1%)認為校方應該退回上學期半數學費。此外,各有近兩成的同學支持退還兩至三成學費(18%)及四至五成學費(16.2%)。
在進行以上調查前,本會已一直就學費退還事宜向校方作出查詢,校方高層表示已收到同學的意見,但對此仍未有結論,本會將繼續與校方商討退回本學期學費的可能性及具體安排。
二、宿舍及宿費安排
絕大部份同學(92.9%)認為書院需要退回本學期停課期間之宿費,只有不足一成的同學(7.1%)認為書院不需退還宿費。停課期間,大部份同學(85.3%)沒有到宿舍居住,只有約一成五同學(14.7%)仍留在宿舍居住。
對於宿舍及宿費安排,本會一直與各書院學生會及校方密切聯繫,校方高層指中央並無就宿舍及宿費政策對書院作出統一指示,而是交由院方自行決定相關安排。如同學對相關安排有任何意見,請與所屬書院之書院學生會聯絡。
三、在線教學安排及其他教學安排
有同學反映在線教學難以與教授、同學在課堂上有效交流及溝通,尤其是導修課(tutorials)極依賴師生交流,憂慮在線教學令教學質素及學習效率大減。有部份同學指出學系之課堂需要進行實驗及其他實踐練習,亦有學系如護理系在最後修學年只需實習,在線教學無法彌補以上學習機會之流失。有關評核方法,有部份同學認為在教學及評核方式有可能大變之情況下,校方應容許同學選擇以Pass or Fail作評級,亦有同學認為校方應儘量把考試及評核轉為在線上進行。
有關以Pass or Fail作評級方法,本會已要求校方考慮仿效上學期做法,容許部份科目以Pass or Fail作評級,校方表示現階段決定或會影響同學學術表現,因此需要更多時間作出最終決定,本會會繼續對此作出跟進。此外,如有同學計劃停學或延期畢業,可依照現行機制向校方申請。就線上學習的問題,本會持續向校方反映同學於在線教學遇到的各種疑難並要求其作出改進。
本會將繼續督促校方就以上議題作具體回應,若有任何進展,將儘快向同學公佈。如同學有任何問題或建議,歡迎隨時與本會幹事聯絡。

The CUSU conducted a survey earlier this month on the academic, school fees and hostel arrangements, we have received replies from 5685 respondents. Nearly 90% of them are local students, the rest are international students. The results and our follow-up work are as follows:
(1) School Fees Arrangements
For the arrangements of school fees, 98% of the respondents believed that the University Authorities should refund all or part of the school fees for this term, 19.8% of which believed that there should be a full refund. Another 18.4% believed that around 70-80% of the school fees should be refunded, 10.2% believed that 80-90% should be refunded and 7.8% believed that half of the fees should be returned.
For last semesters’ school fees arrangements, similarly, a significant majority (94.8%) of students believed that the University Authorities should return all or part of the school fees for last semester. 10.7% of which believed that there should be a full refund, while 8.1% believed that half should be returned. Furthermore, there are 18% of the respondents who support the idea of a 20-30% refund and 16.2% support a 40-50% refund.
Before conducting the survey, we have already urged the school to respond to the students’ demand for refunding the school fees. The school replied that they are aware of the demand, but they need more time to further discuss the issue. We will continue to discuss with the University authorities on the possibility of refunding the school fees for this semester and possibly the practical arrangements;
(2) Hostels and Hostel Fees Arrangements
A majority of respondents (92.9%) believed that colleges should refund the hostel fees for the period of class suspension. Only 7.1% of them believed that there is no need for any refunds. 85.3% of the students did not stay in the hostels during class suspension, and 14.7% of them continued to live on campus.
We have kept in touch with college student unions and the school authorities on hostel and return of hostel fees arrangement previously. From our knowledge, the school authorities in the central level didn’t make unified instructions to college regarding to the above issues. If you have any suggestions or enquiries on the hostel fees and hostel arrangement, you are highly recommended to contact your college student unions for help.
(3) Online Teaching Arrangements and Other Academic Arrangements
Some students reflected that online teaching is not an effective way for exchanges and communications between professors and students, especially in tutorials which relies heavily on students – teacher exchanges. They worry that online teaching would reduce teaching quality and learning efficiency significantly. some students pointed out that their faculties lessons require experiments and other practical sessions, online teaching simply cannot replace these. For assessment methods, a number of students believe that given the teaching and assessment methods may face huge changes, the school should allow students to choose a pass or fail option as there performance indicator for their courses. Some students also believed that the school should change exams and assessments to an online format as much as possible.
We requested the school authorities to consider last semester’s practice, and allow part of the subjects to have a pass/fail option. No conclusion has been drawn yet as the school worried that the announcement of arrangement in this stage may affect the academic performance of some of the students. We will continue to follow up on the issue. If you are planning to apply for a deferral in graduation or a suspension of studies for this semester, you can make the application following the usual procedures and guidelines by the school. Concerning the problems of online learning, we will reflect to the school authorities on various difficulties students faced in online teaching, and ask for improvements from the school authorities;
