Dear Sir/Madam,
I am writing to complain about the delayed rescue at Prince Edward MTR station on 31 August that lead to severe injuries of the casualties. The delay had tarnished the professional image of the Fire Service Department and had already caused tremendous disappointment from the general public.
Delay of Resuscitation
As pledged by the HKFSD to achieve resuscitation as quickly as possible, the AIO should bear the responsibility of making precious judgement and saving casualties without any delay and hesitations. On 31 August, there were at least ten casualties with six severe categories in the Prince Edward station. However, neither rescue teams were there to help nor enter into the station as reported in the news article, live and pictures , leading to severe injuries of the passengers and pushing the public towards extremely dangerous positions.
Poor logistics arrangements in resuscitation
According to the general logistics practice , the Queen Elizabeth Hospital and Kwong Wah Hospital would take the responsibilities to receive casualties if there are disastrous situations in the Prince Edward area, including those covered inside the MTR station. Nonetheless, the rescue teams violated the above logistics arrangements in treating the victims and injuries of the said incident. The victims were indeed sent to Lai Chi Kok MTR station instead of being transferred to the hospitals directly. This unnecessary transfer would possibly delay the treatment and even further worsened their medial situations, which were definitely unprofessional and unacceptable in the well-trained resuscitation teams.
Every moment was valuable for treating the patients and victims in order to save their lives. I would like to urge for your investigation of the delayed resuscitation of the captured incident and request for explanations if there were any incorrect decisions made by the AIOs. If no replies were received, we would consider HKFSD as the handling measures by the AIOs this time was not acceptable and had dishonoured the international standard of saving vulnerable lives as demonstrated in other professional teams.
