Hong Kong Police fire tear gas at residential areas, including aged care center
Today in Yuen Long, Hong Kong Police Force thrown tear gas into residential areas during the peaceful protest, and particularly at an aged care center within the area named Hong Tak Institution of Old Age (康德護老院), which is registered as a Residential Care Home for the Elderly (RCHE) under the Social Welfare Department (SWD) with some 209 residents inside the aged care center. There were previous cases of death caused by tear gas. Recently in 2015, Abdulaziz Al-Saeed died at his home in Bilad Al-Qadeem due to tear gas inhalation. (

The use of tear gas falls under guidance from the United Nations 1990 Basic Principles on the Use of Force and Firearms by Law Enforcement Officials (BPUFF) that offer guidelines for policing with riot control. BPUFF provides that the ‘development and deployment of non-lethal incapacitating weapons should be carefully evaluated in order to minimize the risk of endangering uninvolved persons’ and that ‘the use of such weapons should be carefully controlled’ (Principle 3).
