)Dear Sirs,
I am writing to make a complaint against Mr. HO KWAN YIU for his involvement, connection, support and/or encouragement of assault against ordinary citizen in Yuen Long in the evening of 21 July 2019.
It was widely covered by social media and the news that in the evening of 21 July 2019, a large gang / group of people in white shirt attacked citizens near the Yuen Long MTR station. Those suspected gangster attacked citizens who were wearing black t-shirts and used weapons to violently attack those citizens. They even entered a MTR train and attacked the passengers in the train. This attack results in numerous innocent citizens being severely injured. Such riotous and violent conduct under no circumstances should be tolerated in civilised society.
In the meantime, it was widely reported that Mr. HO KWAN YIU was involved in, or connected with this violent events on 21 June 2019:-

It is noted in the above report, and supported by videos and photos, that Mr. HO KWAN YIU greeted and was welcomed by those people in white shirt (i.e. those who attacked innocent citizens) and expressed his support to those people by saying 「辛苦你喇」. One of the people in white shirt also expressed his admiration to Mr. HO KWAN YIU (the exact quote being「你哋係我英雄」).
Mr. HO KWAN YIU was widely reported as a solicitor, and was widely recognised by the public partly due to the fact that he was a past president in the law society. Therefore, his involvement / connection with such violent conduct clearly compromises / impair his own integrity, reputation, and more importantly, the reputation of the profession.
His conduct is in clear breach of Rule 2 of Solicitors’ Practice Rules, which states that:-
“A solicitor shall not, in the course of practising as a solicitor, do or permit to be done on his behalf anything which compromises or impairs or is likely to compromise or impair—
(a)his independence or integrity;
….
(d)his own reputation or the reputation of the profession…”
In the circumstances, Mr. HO KWAN YIU should be deemed unfit to be a solicitor and should be immediately be struck off from the roll of solicitors. I believe that it is also in the best interest of Hong Kong, as well as the legal profession for the Law Society of Hong Kong to openly condemn and criticise such misconduct by one of its member.
