數日前,倫敦街頭多處張貼出英國《泰晤士報》報導香港警隊英藉指揮官 Rupert Dover 及 David Jordan 指揮鎮壓香港示威者時被指使用過分武力的情況。
今天,同樣的報導,連同另外兩張關於懷疑香港警方濫權的海報已經被帶到 Dover 出生的 Hertford 鎮。我們希望在 Hertford 引起 Dover 一眾同鄉對他指揮香港警隊所使用的手法作出關注。總部位於倫敦的人權組織國際特赦組織較早前已發表一份報告,内容證實及指出香港警隊於驅散示威者時使用過分武力,甚至暴力。縱然如此,香港特區政府及香港警隊一直未有作出任何承諾,確保同類事情不會再次發生。
香港廣大市民多次嚴正要求政府成立獨立調查委員會,就警方於近日多次公眾集會中使用過分武力作出深入調查。我們再次重申,任何針對記者傳媒、醫護人員、和平示威者及一般市民的暴力、過分武力及警察濫權行爲都不能夠被姑息,有關當局及人士絕對需要負上一切責任。
致香港警隊、Dover、Jordan: 即使此刻未有任何機制可以直接制裁你們的行為,仍並不代表你們可以任意妄為,傷害一般市民。無論國際間或本地,都有無數對雪亮的眼睛正在監察及紀錄你們的一言一行,若然未報,時辰未到。請謹記你們的職責是除暴安良、保護市民,而並非與市民爲敵。
致親愛的香港人、手足、兄弟姊妹們: 不要懼怕,更不要放棄,不論身份、年齡、地點、崗位,讓我們一起繼續同行。你們都很美,不要低估你的力量。
A couple of days ago on the streets of London we have seen the newspaper coverage from The Sunday Times, reporting on how the British-born Hong Kong Police Force Chief Superintendent Ruper Dover and Senior Superintendent David Jordan have been in command on two occasions when police have used force to disperse peaceful demonstrators.
Today, the same newspaper coverage, alongside with 2 other posters raising questions about police brutality have been brought to Hertford, the town where Dover was born. We want to draw attention towards Dover’s acts among his fellow Hertford mates. Earlier in June, Amnesty, the London-based international human rights non-governmental organization issued a report, verifying and reporting on the use of excessive force and violence by the Hong Kong Police Force against peaceful protesters. But even so, the government of Hong Kong and the Police Force have yet to promise any measures to prevent such incidents from happening again.
Regarding the actions taken by the Hong Kong Police in the recent events, the citizens of Hong Kong have been demanding for an independent committee to be set up and thorough investigations to be carried out. To reiterate, any violence and excessive force towards journalists, medical personnel, unarmed peaceful protestors and citizens cannot be tolerated and responsibilities have to be held by the relevant authorities and individuals.
To Hong Kong Police Force, Dover and Jordan: Even though currently there is a lack of mechanism to directly sanction your actions, it does not mean you can arbitrarily and deliberately harm the general public. Whether internationally or locally, countless eyes are watching and monitoring your words and deeds. It’s just not time yet, but your judgement will come. Please remember your responsibility is to maintain public order and protect your fellow citizens, and not stand as enemies of the public.
Dear Hong Kongers, brothers and sisters: Do not be afraid, and do not give up. No matter who you are, your age, where you are and what your role in this is, let us keep going together. You are beautiful. Do not underestimate what lies within you. We love you.
